Responsibilities & Context:
∎ 1. Monitoring and Evaluation:
∎ o Develop and implement the project’s monitoring and evaluation framework in coordination with the MEAL Manager.
∎ o Design and manage data collection tools, methodologies, and databases to ensure accurate and timely data collection.
∎ o Conduct regular field visits to monitor project activities, verify data quality, and assess the effectiveness and impact of the interventions.
∎ o Analyze data and prepare reports that track progress against the project’s objectives and indicators.
∎ o Support the project team in the use of data for decision-making and adaptive management.
∎ 2. Accountability:
∎ o Establish and manage feedback mechanisms to ensure that beneficiaries and stakeholders can provide input on project activities.
∎ o Ensure that feedback and complaints are handled appropriately and in a timely manner.
∎ o Promote the use of accountability mechanisms across the project to ensure transparency and responsiveness.
∎ 3. Learning:
∎ o Facilitate learning sessions, workshops, and reviews to reflect on project progress, identify challenges, and share lessons learned.
∎ o Document and disseminate best practices and lessons learned from the project to inform future programming.
∎ o Work with the project team to integrate learning into the design and implementation of activities.
∎ 4. Reporting:
∎ o Prepare regular monitoring and evaluation reports for internal and external stakeholders, including donors.
∎ o Contribute to the development of quarterly and annual reports, ensuring that all MEAL-related sections are complete and accurate.
∎ o Ensure compliance with donor reporting requirements, including the submission of data and reports on time.
∎ 5. Capacity Building:
∎ o Provide training and technical assistance to project staff and partners on MEAL concepts, tools, and processes.
∎ o Build the capacity of field staff to collect, analyze, and use data effectively.
∎ 6. Collaboration and Coordination:
∎ o Work closely with the project team, partners, and other stakeholders to ensure that MEAL activities are aligned with project objectives.
∎ o Participate in coordination meetings and represent the organization in external MEAL forums as required.
∎ Job Context:
∎ SAINT-Bangladesh is a value based independent, non-profit and Non-Government Organization (NGO), participating in survival strategies of coastal poor. SAINT-Bangladesh is seeking a professional for the position of MEAL Officer for the project “Climate Bridge Fund-CBF” for the project: “Advancing Gender-Responsive Climate Actions for Urban Resilience in Barishal City Corporation.” supported by “Climate Bridge Fund-CBF”, Co-funded by KfW (Kreditanstalt für Wiederaufbau). The project will be implemented in Barishal City from January 2025. Note that this requirement will depend on the availability of donor fund.
∎ Position Overview:
∎ The MEAL Officer will be responsible for overseeing the community engagement activities under the project, ensuring active participation of the slum residents, particularly women and marginalized groups. The role involves coordinating with community members, local authorities, and stakeholders to enhance community involvement in project activities, promote sustainable practices, and ensure the effective implementation of WASH facilities and livelihood opportunities.
∎ The MEAL (Monitoring, Evaluation, Accountability, and Learning) Officer is responsible for implementing and managing the MEAL activities of the project, ensuring that all project activities are effectively monitored, evaluated, and reported in line with organizational and donor requirements. The MEAL Officer will also support in establishing accountability mechanisms and fostering a culture of learning and continuous improvement within the project team.
∎ The ideal candidate will have a deep understanding of climate change, disaster resilience, gender issues, strong leadership and communication skills, and a proven track record in project management. They will be committed to creating a positive impact in the lives of climate migrants and addressing the challenges they face in their slum communities. This role involves coordinating with stakeholders, managing project staff, ensuring compliance with CBF/KfW and SAINT-Bangladesh’s guidelines, and facilitating community engagement and capacity-building initiatives.
