Responsibilities & Context:
∎ Contributes to the quality of personnel administration for HI staff present in his/her geographical area.
∎ Rolls out personnel administration policies, processes and tools in his/her geographical area.
∎ Organizes staff briefings on administrative matters and local employment conditions.
∎ Produces documents and applies regulatory procedures concerning personnel administration.
∎ Is responsible for implementing HI’s social security policy fairly and in compliance with local legislation.
∎ Ensures that personnel files are archived in compliance with HI’s rules.
∎ Preparing new employee files by ensuring all necessary documents are included
∎ Entry New Staff Data in HI BGD HRIS.
∎ Organize induction and other training when necessary.
∎ File and archive staff personnel documents.
∎ Ensure on implementation of HI-BGD volunteer management procedures and policies.
∎ Update Staff and volunteer Information Database.
∎ Is responsible for, or helps with, payroll management.
∎ Is responsible for implementing the payroll process within his/her scope of responsibility in compliance with HI’s legal and social obligations, rules and policies.
∎ With delegated authority from his/her HR (line) manager, represents HI with local administrative authorities (employment inspectorate, etc.)Overseeing the completion of compensation and benefit documentation such as banking details, medical application, etc.
∎ Support on recruitment and selection process of different recruitment within HI Bangladesh by ensuring application of HR standards and procedures during the process.
∎ Schedule and organize interviews in cooperation with the respective department and Senior HR.
∎ Employee attendance management as per HI policy
∎ Assisting in the implementation of Human Resources Policies and Procedure at the field level.
∎ Explaining and providing information on employee benefits, programs to the staff.
∎ Answering employee questions and addressing employee concerns and provide information to staff as to where to go for help or ask questions. If required discuss with the line manager prioritizing according to the needs and risks.
∎ Closely work with the supervisor to ensure that HR policies are applied and followed correctly, monitor and regular reporting regarding the proper implementation of Values, Code of Conduct, Code of Ethics, rules & regulations, Bangladesh labor laws, and applicable policies.
∎ Promote equality and diversity as part of the culture of the organization;
∎ Be proactive in identifying issues, themes, and patterns affecting the workforce including sexual harassment and abuse of authority.
∎ Assisting Senior HR Officers in Dhaka and Ukhiya in general HR operational process & activities i.e.,
∎ joining formalities, induction, staff separation formalities, release letters, employment certificates, final settlement, ID cards, RRRC Id Cards, visiting cards, etc.
∎ Plan and sometimes deliver training if required.
∎ Support with staff leave administration and timesheet management at field level in HRIS.
∎ Support the Country HR Manager with staff contract management by monitoring employee contract’s expiry dates and renewal at field level in HRIS.Support and follow-up for on-time performance appraisal to make it effective.
∎ Providing support in learning and development activities/processes i.e., training program, awareness sessions, etc.
∎ Regularly visiting the field working areas to ensure the implementation of proper HR interventions.
∎ participates in monitoring compliance with the HR legal framework in his/her geographical area.
∎ Monitors and informs his/her manager of the need to renew the legal documents ensuring the legal exercising of the Association's activities.
∎ Ensures compliance with HI's legal obligations within his/her scope of responsibility: paying the appropriate social contribution rates, updating knowledge of social minima and legal obligations, etc., as well as ensuring compliance with the rules of accountability towards donors.
∎ Relays or organises the dissemination of information to staff (mandatory notices).
∎ With delegated authority from his/her HR (line) manager, represents HI with any existing staff representative bodies.
