Education:
  • BBA/ Master’s degree in any discipline, preferable in HRM or Business Administration or any other relevant subject from a reputed university/institute.

  • PGD in HRM will be get preference.

  • 3-5 years working experience in the relevant field and working experiences in Rohingya responses will be added value.

  • Good skills in coordinating HR and Administrative activities related to the project.

  • Proficient knowledge of standard computer software if possible.

  • Knowledge of using HR software, Zoom/Google Meet/Microsoft Team, Bdjobs account as admin panel.

  • Pro- active with an ability to think analytically, identifying opportunities and mechanisms to broaden programming.

  • Ability to problem solve and good decision-making skills.

  • Ability to work in challenging environments.

  • Excellent communication skills in both Bengali & English.



Responsibilities & Context:

Job Context:

  • The Centre for Disability in Development (CDD) is a not for profit organization established in 1996 to develop a more inclusive society for persons with disabilities. CDD simultaneously builds technical capacities of the development stakeholders and the communities in how to be more inclusive whilst also enabling persons with a disability to participate in society by strengthening their leadership and providing them with essential rehabilitation and other supports. 

  • CDD is one of the most renowned organizations in the field of disability-inclusive development. CDD’s work in Bangladesh is supported by international and national donor agencies/development partners. CDD offers an inclusive, amicable, and respectable work environment. 

  • The Ramon Magsaysay Award (Asian version of the Noble prize) has been awarded to its Executive Director in 2010. In 2018, CDD was recognized by the Government of Bangladesh as one of the best organizations working on disability and development issues. 

  • This position will be recruited by CDD under a project titled `Inclusive Specialized Services for Vulnerable Persons including Persons with Disabilities in Cox`s Bazar Rohingya Camps and Host Communities (Phase 2, Y-3), Bangladesh` to be implemented with the support of Handicap International- Humanity and Inclusion (HI). The duration of the project is till August 2025.

Job Description:

HR Strategy:

  • In collaboration with the Program Manager, assist in the development of the Human Resource Plan, including staff recruitment plan in an efficient and timely manner in consultation with respective managers and Focal-Rohingya Response.

  • Ensure the consistent implementation of HR and Administration Policies and Procedures across the program. 

Recruitment:

  • Facilitating recruitment process i.e. advertisement, applications screening and complete selection process efficiently in compliance with CDD`s policies.

  • Ensure systematic, professional and complete documentation process is maintained for each recruitment to clearly demonstrate basis for all decisions made.

  • Sufficient knowledge about the Recruitment process for Volunteer recruitment in Rohingya Camp level. Recruitment will be done in Coordination with CiC office as well as the RRRC/ ISCG guideline.

  • Ensuring that new staff receive and sign a contract in a timely manner and all documents relating to new staff joining are forwarded to relevant places

  • Ensuring personal file is opened for new employee, updated regularly using a checklist and organized in a systematic manner.

  • Ensuring integrity and confidentiality of all staff data and records

  • Ensure that all staff has undergone proper orientation & induction.

  • Maintain and regularly update the HR Directory with the necessary staff details.

Performance Appraisal:     

  • Provides support related to developing and updating job descriptions in consultation with respective line managers.

  • Provides support to develop staff skills and capabilities.

  • Monitor employee performance and coordinate with relevant staff to ensure employee performance evaluations.

Compensation, Benefits and Performance Evaluation:      

  • Ensure the timely and efficient payroll preparation (e.g., number of working days, benefits).

  • Ensure the proper tracking of leave, manage and check the attendance, movement and absence of the employee and ensure the filing of appropriate documentation.

  • Ensure the attendance of Volunteers, prepare the Volunteer payment sheet, and submit the payment sheet Finance department timely.

  • Review compensation and benefits package at regular intervals in collaboration with the Accounts & Management Team.

Employee Relations:

  • Ensure the timely processing of the new contract, contract extension, staff transfer, promotions, and other status changes.

  • Manage processes related to disciplinary actions, staff separation, and termination.

  • Ensure that employees files are auditable in real-time as per Organizational and relevant donors` requirements. 

Training & Development:      

  • Coordinate staff training and development.

  • Assist in team-building practices and activities to promote team-work.

  • Put in place a training and development plan in coordination with management and the finance team. 

Administrative and Procurement Work:

  • Supporting administrative activities such as transport facilities (Fleet Management), and providing effective administrative support to the projects and the field teams.

  • Manages hotel, training venue and vehicle reservation for foreign or national consultants or employees.

  • Ensuring all staff are provided employment ID card, replacing ID cards when necessary in a timely manner

  • Producing regular reports statistics on a daily, weekly and monthly basis as required.

  • Maintaining standards of health and safety, hygiene and security in the work environment,

  • Ensure the payment of the utilities bills on time.

  • Ensures smooth operations of the office through proper maintenance of office facilities, supplies, equipment & vehicles.

  • Manages support staff ( Security Guard, Volunteers, Driver and their assistants)

  • All lease/service contract prepared, reviewed and adjusted

  • Make periodical inventory of the assets of the project.

  • Regular update of office assets inventory after procurement

  • Keep record of asset handover and take over from staffs

  • Putting serial tag number with regular update

Safeguarding Responsibilities:   

  • Adhere to CDD`s Children and Adults at Risk Safeguarding policy,

  • Report any safeguarding concerns promptly and follow the designated reporting procedures. 

Additional Responsibilities:

  • Perform any other responsibility/ special duty delegated by project and CDD management.
