Educational Requirements:
Masters in any discipline of social science (i.e. sociology, anthropology, social work, Economics, social welfare, political science etc.)
Experience Requirement:
At least 10 years of work experience in social development activities or any other relevant field of NGO/INGO.
Additional Job Requirements:
At least 7 years of experience in WASH-related projects, tribal peoples’ development, or social safeguards.
In-depth knowledge of humanitarian programming in refugee/displacement settings, especially Rohingya response and host community dynamics.
Proven experience working with national or international development organizations.
Experience serving as Team Leader in awareness campaigns or social mobilization projects.
Demonstrated experience in participatory assessment tools and community engagement methodologies.
Experience working with donor-funded projects, preferably with World Bank or other multilateral development partners.
Practical experience in piped water supply, point water supply systems, sanitation, waste management, or environmental services projects.
Experience working with Rohingya and host communities will be considered an advantage.
Excellent training facilitation and capacity-building skills.
Strong analytical, planning, and project management skills.
Excellent report writing and documentation skills in English and Bengali.
Strong communication and stakeholder coordination skills.

Purpose:
Provide overall leadership and strategic direction for implementation of social mobilization, awareness, and capacity-building activities under the WASH project. Ensure quality delivery of project outputs related to social safeguards, hygiene promotion, community engagement, and stakeholder coordination. Facilitate effective coordination among government agencies, local government institutions, service providers, host communities, and Rohingya communities. Oversee development of training modules, awareness materials, and reporting in alignment with donor and project requirements.
Job Description:
• Lead and ensure timely delivery of all contract deliverables with acceptable quality standards.
• Prepare and implement an achievable project work plan.
• Guide development of training modules and deliver training to stakeholders and service providers.
• Mentor and build capacity of DPHE, LGIs, and service providers on:
• WASH regulations and policies
• Technology options
• Operation and maintenance of WASH facilities
• Hygiene promotion
• Social and environmental safeguards
• Gender and inclusion
• Grievance Redress Mechanism (GRM)
• Support awareness creation initiatives on WASH among relevant stakeholders.
• Maintain close coordination with Project Authority, DPD and HELP project management.
• Liaise with government stakeholders at Upazila, district, and central levels.
• Guide development of communication materials including IEC and BCC materials in local language.
• Ensure strong stakeholder coordination among NGOs, government, and community groups.
• Prepare monthly, quarterly, and annual progress reports.
• Provide technical oversight for social mobilization activities.
• Perform additional tasks necessary for successful project implementation.
Safeguarding:
• Ensure the safety of Programme Participants, people who come into contact with the organisation, and team members from harm, abuse, neglect, harassment, and exploitation, including sexual exploitation and abuse (SEA), to achieve the programme's goals of safeguarding implementation. Act as a critical source of support, guidance, and expertise on safeguarding to establish a safe working environment.
• Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.
• Follow the safeguarding reporting procedure in case any reportable incident occurs and encourage others to do so.
