Responsibilities & Context:

1. Manpower Planning & Recruitment

  • Prepare annual and monthly manpower plans based on production needs.
  • Oversee recruitment of factory workers, supervisors, and staff in coordination with department heads.
  • Ensure fair recruitment practices and maintain proper records of all employees as per company and labor law requirements.

2. Attendance, Payroll & Leave Management

  • Supervise and verify daily attendance, leave, overtime, and shift scheduling for all factory employees.
  • Coordinate with accounts to ensure accurate and timely salary disbursement.
  • Maintain proper documentation of workers’ wages, benefits, and deductions in compliance with the Bangladesh Labour Act, 2006 (Amended 2018).

3. Employee Relations & Discipline

  • Maintain discipline and harmonious relations among workers and management.
  • Handle grievances, complaints, and misconduct cases following company policies and labor regulations.
  • Take corrective or disciplinary actions when necessary in consultation with management.

4. Compliance & Legal Affairs

  • Update the Certificates such as ISO, IRC, ERC, Environment Clearance, Factory Insurance, Fire License
  • Ensure full compliance with labor laws, DIFE requirements, Fire Safety, and Environmental regulations.
  • Maintain up-to-date records such as Muster Roll, Leave Register, Wages Sheet, and other mandatory registers.
  • Coordinate during inspections by DIFE, Fire Service, Environment Department, and buyers’ compliance audits.

5. Health, Safety & Welfare

  • Ensure workplace health, hygiene, and safety standards are maintained across the factory.
  • Organize fire drills, first aid training, and safety awareness programs for all workers.
  • Oversee canteen, pure drinking water, medical, and other welfare facilities for workers.

6. Training & Development

  • Identify skill gaps and arrange training sessions for workers and supervisors.
  • Conduct orientation for new employees and refresher training for existing staff.
  • Maintain proper records of all training and development activities.

7. Administration & Security

  • Supervise administrative operations including security, transport, housekeeping, and factory premises maintenance.
  • Ensure 24/7 security arrangements and proper control of entry/exit points.
  • Oversee logistics and support functions to ensure smooth daily factory operations.

8. Communication & Coordination

  • Coordinate between factory management, head office, and other departments for HR and administrative issues.
  • Submit periodic reports on manpower, absenteeism, turnover, and compliance to higher management.
  • Assist top management during audits, visits, and policy discussions.

9. Record Keeping & Documentation

  • Maintain accurate employee records, ID cards, appointment letters, and service books.
  • Keep updated files of licenses, renewals, and official correspondence.
  • Prepare all HR & Admin reports as required by management or government authorities.

10. Leadership & Supervision

  • Lead the HR & Admin team at the factory with fairness and professionalism.
  • Motivate staff and workers to improve productivity, attendance, and discipline.
  • Support management in building a positive and compliant workplace culture.
