Experience:
Master’s degree in Accounting, Finance, Business Administration, or Commerce.
Professional qualifications such as CA (CC), CMA, ACCA, or partially qualified CA are highly desirable.
Specialized training in NGO financial management, donor compliance, and audit is an added advantage
Ability to take initiative and generate ideas for complex situations.
Knowledge/understanding of humanitarian architecture, disability inclusion standards, accessibility etc.
Diplomacy skills and ability to understand and handle multiple perspectives.
Ability to prioritize workload in a fast-paced environment and handle stress with limited supervision.
Excellent oral and written English and Bangla, and the capacity to produce learning documents and products.
Minimum 5–7 years of relevant experience in finance and accounts, including at least 2–3 years in a managerial or supervisory role.
Experience in a humanitarian context/ Cox’s Bazar context to provide rehabilitation services will add extra value.
Effective communication, conflict management, and problem-solving skills
Excellent team management skills.
Creativity and ability to generate new ideas to improve services.
Skill in capturing good practices and documentation
Excellent communication skills in both Bengali & English.
Experience in the NGO Affairs Bureau compliance and ability to prepare different FD independently.
To stay updated with the Government of Bangladesh humanitarian context, NGO Affairs Bureau regulations, and VAT–tax related circulars.
Experience in conducting training on finance and accounts.
*** Job Description:
Key area 1: Account Management:
Manage accounts & finance of the CBMG supported projects.
Guide, Accounts Colleagues to manage the respective projects effectively.
Regular updates of cash and bankbook in accounting software..
Monitor the quality of the accountancy (proper supporting documents, voucher description etc.)
Develop the monthly financial reports.
Review daily receipts and payment vouchers, journal vouchers of project-related expenses prepared by the Sr. Accountant.
Ensure all payments to the vendors in due time.
Maintaining Cashbook, bank book, General ledger, subsidiary ledger, and other required registers.
Ensure the correct deduction of VAT and Tax and deposit it on time.
Maintain FIS for the project, operate TALLY Software.
Prepare/Review the monthly bank reconciliation statement.
Key area 2: Treasury management:
Prepare and submit the periodic treasury request/ monthly financial requisition to CDD-HQ in a timely manner and in line with the field expense forecast.
Ensure sufficient fund availability in the bank and cash box to prevent delay in project implementation.
Maintain safe cash denomination & cash count as per CDD policy
Key area 3: Budget management:
Prepare/review budget forecast, with quarterly and monthly budget breakdown, for projects and the program.
Implement and monitor budgetary control activities.
Develop a monthly variance report of the budgeted and actual expenses, showing the reasons for variance.
Provide financial analysis to management for early decision-making.
Flag low burn-rate against a line item or anticipated over expenditure.
Work closely with the Program Team to develop project budgets and ensure the appropriateness of budget figures.
Support Management or others assigned in developing budgets for new programs/projects and revisions of existing projects.
Key area 4: Compliance, internal control, and reporting:
Ensure all financial reports and budgets are accurate.
Perform periodic checks and verify different finance and accounts-related reports, documents, and compliance requirements.
Works in direct liaison with Program Operation Manager & Head of Finance and Accounts.
Supports CBMG and other Funding Agencies with information and documents as requested.
Supports with compliance checks conducted by CBMG or other Funding Agencies.
Confirm the correct deduction of that deducted VAT & and Tax and deposited to the Bank in due time.
Ensure that the different contracts (e.g., House Rent deed, Bus Rent contact, and Consultancy Contracts) align with the CDD’s Policy, as stated in the Finance Manual.
Supports with internal and external audits and support in preparing an action plan and implementation as per recommendations.
Support field staff on induction and compliance in financial practices through refresher and innovative methods.
Key area 5: Any other:
Prepare FD and related documents for NGOAB approval.
Prepare TOR for external Audit & facilitate Audit process.
Ensure an efficient and reliable procurement of goods and services in a transparent and accountable manner following the policy of CDD and meeting the donor& requirements.
Prepare/Review staff salary sheets of assigned projects and respective pay slips.
Maintain the fixed assets register both for assets & stores of the project.
Attend, represent, and present the financial status of the project/program in different meetings.
Review the JD of Accountant colleagues in consultation with POM, CDD-HQ, and line manager, mentor as per expectations.
Safeguarding Responsibilities:
Adhere to CDD's Children and Adults at Risk Safeguarding policy, ensuring the safety and well-being of all project participants.
Promote a safe and secure environment for all participants and stakeholders of the project.
Report any safeguarding concerns promptly and follow the designated reporting procedures.
Additional Responsibilities:
Perform any other responsibility/ special duty delegated by project and CDD management.

CDD is accepting application for the mentioned position under a project named ‘Inclusive Humanitarian actions for the protracted crisis of the Rohingya and the host in Cox’s Bazar (Extension),” funded by CBMG. The duration of the project is till 31st December 2026.
The selected candidate will initially be hired for a three-month probationary period. Upon successful completion of this period, his/her employment contract will be renewed accordingly.
