Experience:
Post-Graduate qualifications in Personnel Management or Business Administration (MBA) with specialization in Human Resources.
A minimum of 10 years’ experience out of which 5 years’ management experience at senior management level in a corporate or an NGO environment.
Experience in the development of strategic and operational HR plans and their implementation in a professional work environment for a sustained period of time ie. at least three years.
Ability to plan and organize a substantial workload that includes complex, diverse tasks and responsibilities in both development and emergency contexts.
Demonstrated credibility with colleagues and stakeholders at all levels of an organization.
Excellent oral and written communication skills in English.
Ability to express oneself succinctly, creatively and independently.
Strong interpersonal skills with the ability to demonstrate skills in leading a multi-disciplined team through a period of change.
Leadership skills, including the ability to supervise and motivate qualified professional staff with strong personal value systems.
Analytical, decision making and strategic planning skills and the ability to handle multiple priorities

The Opportunity
The position holder in his/her capacity is responsible for the day-to-day management of Human resource management, strategic HR, staff talent development, HRIS & Compensation management as well as Admin and Safeguarding function of the Country Office in Bangladesh and its related direction, supervision, capacity-building and evaluation of staff. S/he will also be responsible for ensuring that the SCI minimum operating standards and quality framework are being met for HR, admin and safeguarding as well to lead the implementation Save the Children strategic ambition around People and culture including DEI in Bangladesh Country Office.
The role holder will ensure the provision of quality HR, Admin and safeguarding services to a team of over 500 staff across country. The role holder is expected to work as a business partner to the Country Director and SMT, support the SMT in the roll out of key transformation projects and to ensure quality performance of HR, Admin and Safeguarding teams in all aspects of their work. The role holder is also expected to work in collaboration with Save the Children’s global Office, other SCI country offices and other functional teams within the Bangladesh Country Office.
The CPO also shares in the overall responsibility for the direction and coordination of the Country Office as part of the Country Office Senior Management Team.
Main Key Responsibilities include but not limited to:
Member of the senior management team:
Demonstrate behaviors that are consistent with Save the Children’s Mission, Vision and Values and ensure their broader application by staff across the program.
Contribute and shared leadership in development and implementation of Country Strategic plans as building blocks to achieve Save the Children’s 2030 breakthroughs.
Ensure the Bangladesh Country Office complies with relevant Save the Children policies and standards , to conduct effective risk management and provide high-standard assurance for country office operations.
Strategic Human Resources Planning
Responsible for conceptualization, design and management of staffing strategies to ensure that the organization acquires and retains a qualified workforce capable of meeting current organizational challenges in both development and emergency contexts
Work closely with the program departments to ensure that adequate HR inputs are provided and incorporated during development and implementation of all projects/programs.
Ensure appropriate and adequate emergency HR procedures are detailed in the Country Office Emergency Preparedness Plan in order to enable rapid scale up, and that all HR staff members understand and are able to perform their roles in an emergency.
Human Resources Management
Overall management and design of competitive and appropriate compensation and benefit policies for all employees, including short term and/or contract employees in emergencies
Ensure maintenance of updated information on staff salaries, allowances and income-tax calculations and ensuring compliance with current laws and regulations in close collaboration with the Director-Finance and other SMT members
Facilitate the HR aspects (such as deployment mechanisms) of the Country Office’s Emergency Response Team
Human Resource Policy
Responsible for development, management and effective communication of Save the Children’s human resources employee policies and procedures.
Plan, develop and implement personnel policies and procedures in accordance with the organization’s goals and statutory requirements
Ensure that HR policies reflect a workplace free of discrimination and incorporate gender and diversity values of Save the Children
HR Development & Employee Relations
Manage the overall Employee Relations and Staff Retention for the organization.
Set the tone in terms of a positive management culture and ethics and facilitate their institutionalization at all levels, and ensures good teamwork within all field offices and the country office, as well as with other Member staff visiting or being deployed to the Country Office, including within emergency responses.
Provide assistance and guidance to senior management staff to identify trends in employee relations issues and work with them to rectify issues.
Ensure outgoing staff go through a proper exit interview in order to gain feedback and insights on Save the Children’s program, organizational processes and system
Safeguarding
Supervise the Senior Manager-Safeguarding to provide overall leadership and oversight to the implementation of the Safeguarding plan, policies and allocate appropriate resources for Safeguarding
Ensures that all of Save the Children work in Bangladesh is up to expected safeguarding standards and ensures strong support to partners in implementing the safeguarding standard and relevant laws.
Oversee Safeguarding cases and ensure that Safeguarding focal points are appropriately skilled. Leads on investigations of alleged of safeguarding and/or provide technical support as appropriate. Ensure strict confidentiality in all such dealings, and compile and share lessons learnt.
Administration & Facility Management
Responsible to ensure all the administrative and facility related services to all staff of SC Bangladesh
Responsible for proper arrangements of the employee engagement initiatives and event management
Responsible for significant contribution to development of country specific administrative policies and ensure SC-BdCO operations are in line with policies and procedures
Responsible to lead the “Green Office” initiatives across the CO and field offices of Bangladesh
