Additional Requirements: Experience Requirements:
- Minimum three years’ of relevant experience related to multi sectoral programs in humanitarian context (especially in OCDPs, livelihood, skill development, DRR and social cohesion). Experienced in working collaboratively with Partners, all levels of government and other local stakeholders. Demonstrated experience in partnership management with National NGOs, INGOs and agencies.
Technical Expertise, Skills, and Knowledge Essential:
- Sound knowledge on Bangladesh political, environmental and social context, livelihood situation and challenges especially in the Cox’s Bazar districts.
- Expertise in designing training modules, tools, and materials for Organisational Capacity Development Plans (OCDPs), livelihoods, DRR and social cohesion.
- Proven experience in training CBOs on developing Organisational Capacity Development Plans (OCDPs) through participatory workshops on site.
- Demonstrated skills in community engagement, training facilitation, workshop facilitation and market linkage development.
- Excellent organizational skills and understanding of basic monitoring and evaluation processes and procedures.
- Good knowledge and understanding of Do No Harm principles and other humanitarian standards.
- Comprehensive understanding of the Humanitarian structure of the Rohingya Response its operating and regulatory environment.
- Good understanding on Gender, Gender Based Violence and prevention.
- Good understanding on child safeguarding and equality for girls.
- Knowledge and understanding of FIVDB’s vision, mission values.

Responsibilities & Context: Project Context:
Friends in Village Development Bangladesh (FIVDB) is going to implement the Strengthening Inclusive Governance and Adaptive Social Cohesion (SI GA) Project in Teknaf, Cox’s Bazar project supported by Welthungerhilfe (WHH) and BMZ (Federal Ministry for Economic Cooperation and Development). The project period is from 01 November 2025 to 31 October 2030, and it deliberately follows the HDP (Humanitarian, Development, Peace) Nexus approach to address the complex needs of both Rohingya and host communities. The project is centred on civil society organisation (CSO) strengthening, social cohesion, resilience, gender-responsive development, and the promotion of human rights. By empowering CSOs, the project aims to improve peaceful coexistence, enhance cooperation with government institutions, resolve conflicts, and build resilience to climate, security, and protection risks.
The Technical Specialist - Training and Capacity Development will be based in FIVDB’s Field Office in Teknaf, with frequent travel to Rohingya camps and host communities. S/he will play a central role in designing, facilitating, and coordinating all training and capacity-building interventions for civil society organisations (CSOs), community leaders, and FIVDB staff to achieve sustainable impact at the community and institutional levels. The position is contractual for the project duration, with an initial three (3) months’ probation period. The Technical Specialist will work closely with the Project Coordinator, WHH Nexus Coordinator, MEAL team, and other technical staff to ensure effective delivery, quality assurance, and alignment of training programs with project objectives.
Key responsibilities include:
Key Area 1: Planning and Programme Implementation
- Develop tools and conduct training needs assessment for CBOs, CSNs, and small local NGOs.
- Develop annual and quarterly training plans against targets based on need assessment findings.
- Develop comprehensive training modules focusing on organisational management structure, gender-responsive approach, conflict sensitivity, peace mediation, conflict resolution, human rights, community engagement, coordination, communication, referral, inclusion, climate and security risks, anticipatory measures, entrepreneurship, market linkage, and potential issues identified from the training need assessment.
- Facilitate the development, implementation, and review of Organisational Capacity Development Plans (OCDPs) for 290 CBOs and 5 NGOs.
- Prepare user-friendly facilitation guidelines, tools, and reference materials (e.g., videos, illustrations, flashcards) to support ToT & refresher training for frontline staff.
- Train frontline staff in facilitation approaches, gender and social inclusion, training methodologies, and other required content and/or approaches.
- Provide regular on-the-job training, mentoring, and supportive supervision to frontline staff.
- Provide continuous mentoring and follow-up to grassroots NGOs and CSO mobilisers, ensuring long-term sustainability of organisational capacity.
- Ensure training and progress reports as per DIP and provide need-based information.
- Review all the guidelines/manuals as per the requirement.
- Attend monthly/quarterly review and coordination meetings.
- Contribute to the creation of an inclusive and gender-sensitive work environment.
- Undertake additional duties as assigned.
Key Area 2: Community Engagement and Capacity Building
- Promote gender equality and inclusion, ensuring participation of vulnerable groups.
- Conduct regular learning, sharing, and accountability sessions to gather feedback and drive continuous improvement.
- Support project initiatives to strengthen staff and volunteers’ capacity through on-the-job coaching.
Key Area 3: Monitoring, Reporting, and Documentation
- Participate in the planning process for developing the Monitoring, Evaluation, Accountability, and Learning (MEAL) plan.
- Conduct spot check monitoring of trainings.
- Ensure the review and timely dissemination of high-quality, timely event and program reports.
- Conduct regular field visits to monitor and enhance training quality by integrating feedback, best practices, and evidence-based approaches.
- Assist in thorough documentation of FIVDB’s project experiences and lessons, including success stories, supported by photos, videos, and relevant annexes.
Key Area 4: Administrative financial management
- Support budget planning and expenditure tracking for training and capacity development activities.
- Support procurement of training materials, venue arrangements, and logistics.
- Ensure proper use of resources and compliance with organizational and donor guidelines.
Key Area 5: Coordination
- Liaise with WHH technical advisors, FIVDB staff, and project teams to ensure harmonized training delivery.
- Represent the project in technical working groups, capacity-building forums, and relevant coordination meetings, and coordinate with Sectoral Structures.
- Facilitate cross-learning and collaboration among CSOs, community groups, and institutional actors.
- Support the Project Coordinator in fostering partnerships that enhance CSO capacity and community resilience.
- Other representation as required.
