The Senior Specialist (ESS, CFRM & OHS) will provide leadership and technical support in problem-solving, decision-making, quality control, and the planning, implementation, monitoring, and evaluation of project activities. The position will ensure effective implementation of Environmental and Social Safeguards (ESS), Complaint and Feedback Response Mechanism (CFRM), and Occupational Health & Safety (OHS) standards across WASH and infrastructure interventions in Bhasan Char. The role ensures compliance with organizational and donor safeguard policies, promotes accountability to affected populations, and maintains a safe working environment for staff and communities.
Provide the Team Lead and Project Manager with assessed, verified, and accurate information to support environmental and social risk-informed decision-making and safeguard compliance across project interventions.
Support the development and implementation of appropriate safeguard strategies aligned with approved project proposals, sector TOR, and donor requirements.
Lead environmental and social screening of all WASH and infrastructure activities and ensure mitigation measures are developed, documented, and implemented in line with approved Environmental and Social Management Plans (ESMPs).
Ensure full compliance with BRAC and donor Environmental and Social Safeguard (ESS) policies, standards, and reporting requirements throughout the project cycle.
Establish, operationalize, and monitor an effective Complaint and Feedback Response Mechanism (CFRM), ensuring accessible, confidential, and timely complaint handling systems for affected communities.
Track, document, and analyze complaints and feedback trends, ensure resolution within agreed standards, and provide regular analytical reports to management within set deadlines.
Lead the implementation and monitoring of Occupational Health and Safety (OHS) standards across all project sites, ensuring safe work practices and compliance with safety protocols.
Conduct regular site safety inspections, risk assessments, and hazard identification, and ensure corrective measures are implemented promptly.
Ensure proper use of Personal Protective Equipment (PPE) and organize regular OHS training, awareness sessions, and emergency preparedness drills for staff and contractors.
Identify environmental, social, operational, and reputational risks, monitor constraints or escalating issues, and recommend preventive and corrective measures as required.
Lead field-level implementation through proper communication and ensure all staff adhere to approved plans, objectives, safeguard standards, and committed outputs.
Manage and maintain safeguard-related documentation following BRAC and donor procedures, ensuring all reports and records are submitted within agreed standards and deadlines.
Lead drafting of safeguard-related project reports and support timely submission of internal updates and external donor reports without delay.
Support proposal development by providing accurate and assessed safeguard-related technical inputs to the Programme Quality (PQ) team and Team Lead in a timely manner.
Contribute to project evaluation processes by supporting quality ToR drafting, coordination with relevant stakeholders, and timely submission of final reports.
Ensure effective communication and coordination with Government authorities, UN agencies, sector coordination platforms, and communities both in Cox’s Bazar and Bhasan Char, in line with sector coordination mechanisms.
Actively participate in coordination meetings and provide requested information and feedback to the WASH Team Lead or BRAC Senior Management.
Provide technical guidance, training, and capacity building to project staff on ESS, CFRM, OHS, program quality, and safeguarding standards to ensure effective implementation.
Support monitoring of safeguard-related budget utilization and ensure proper expenditure in line with approved plans and burn rate requirements.
Ensure Accountability to Affected Population (AAP) principles are integrated across the project cycle.
Safeguarding:
Ensure the safety of Programme Participants, people who come into contact with the organisation and team members from any harm, abuse, neglect, harassment and exploitation including sexual exploitation and abuse (SEA) to achieve the programme's goals of safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.
Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.
Follow the safeguarding reporting procedure in case any reportable incident takes place and encourage others to do so.
