Job Summary:
The Technical Advisor - RMNCAH is a secondment position based at the Civil Surgeon/DDFP Office under the MAC-P funded RMNCAH Project. This role will lead the advocacy and coordination with government, health and family Planning officials, and key stakeholders at district and upazila level. She/he will support planning and delivery of RMNCAH services at the local level, ensure required appropriate human resources, supplies, logistics, family planning commodities in place at different tire health facilities. The role will also contribute to providing on-the job training and capacity building, data analysis, and reporting for strengthened RMNCAH services and improved health outcomes for women, children, and adolescents primarily in remote and climate-vulnerable areas.
B. Key Responsibilities:
1.Advocacy, Lobbying and Policy Engagement
Advocate for filling up gaps - human resources, supplies, logistics, Family Planning commodities
Lead health-focused advocacy initiatives to improve RMNCAH service quality and equity.
Assist in development of RMNCAH action plans and advocate for RMNCAH inclusion in district and Upazila-level health plans and budgets.
Support the development of policy briefs, technical memos, and RMNCAH evidence packages.
Liaise with key decision-makers to influence supportive policy environments and resource allocation.
2. Government Coordination and Liaison:
Serve as the primary person liaison with respective district and upazila level health and family planning offices.
Attend and contribute to district and upazila health and family Planning Coordination Committee meetings to share information and address implementation challenges.
Document learnings and sharing at the district/upazila level forums
Ensure strong collaboration with Upazila Health Complexes and related health facilities (CCs/UH&FWCs/Sub-centers/MCWCs) and relevant government departments.
3.Stakeholder Engagement
Coordinate with LGIs, civil society, NGOs, and professional health networks.
Organize and facilitate joint planning workshops, public health events, and consultations.
Build strategic relationships to promote ownership, sustainability, and accountability.
4.Technical Support and Capacity Strengthening
Provide technical support and guidance on RMNCAH standards, protocols and service quality improvement.
Identify capacity gaps and support capacity building initiatives for frontline workers and partners, including mentorship and coaching to healthcare providers to enhance their RMNCAH knowledge and skills.
Conduct regular field visits to health facilities to assess service delivery and provide onsite technical support to the project team to enhance capacity for quality implementation
Participate in monitoring joint visits, technical reviews and quality assurance activities. Identify bottle necks and recommend corrective actions.
5. Documentation and Reporting
Document all advocacy, lobbying, and coordination activities.
Provide monthly progress report including challenges, and recommendations.
Support documentation of best practices, success stories, and policy contributions.
C. Qualifications and Experience and Skill
Education:
MBBS with MPH from a recognized medical college/university.
Experience:
At least 5 years’ working experience in INGOs/NGOs in health and Family Planning sector as public health expert with sound knowledge in health systems with particular focus on SRHR
Proven involvement in advocacy, lobbying, and multi-stakeholder coordination.
Working in GOB set up will be an added advantage
Skills:
Strong understanding of the national health system with particular focus on RMNCAH
Excellent communication, negotiation, and interpersonal skills
Report writing skills in both English and Bengali
IT skills especially in Microsoft Word, Microsoft Excel, Power Point other graphical software with internet communication. Experience of MIS data entry will be preferable.
Skilled in motorcycle driving with a valid driving license
D. Additional Requirements:
Willingness to be based full-time at the Civil Surgeon/DD-FP Office.
Ability to travel to CCs/UH&FWFCs/MCWCs/UHCs and other remote locations as required.
Commitment to AVAS values, human rights, gender equality and safeguarding principles.
Excellent facilitation skills in orientation, training, workshop, meeting, seminar etc.

E. Contact and Key Relationship:
He/she will maintain contact with the Focal Person Concern Worldwide, and AVAS-Programme Director/Project Coordinator/Finance and Admin.
F. Working Condition:
The Technical Advisor will be based at district level GOB office and spend at least 70% of the time on field visits. He/she will undertake project management in a creative, committed, professional and punctual manner. The policy procedures of AVAS and project guidelines will govern the terms and conditions of his/her employment.
