Education:

• Essential: Bachelor’s degree in Supply Chain Management, Logistics, Business Administration, or a related field.

• Preferred: Specialized Post Graduate or Diploma in Supply Chain or Logistics.

Experience:

• Essential : Minimum of 2 years’ experience in supply chain management, including organization of supply administration and procedures.

• Preferred : Previous experience with MSF in supply chain or logistics.

• Desirable : Experience working in the humanitarian sector, particularly in supply chain roles or logistics

Language:

• Fluency in written and spoken English Essential.

• Spoken Chittagonian is Desirable.

Knowledge:

• Essential: Computer literacy, including MS Word, Excel, and internet-based tools.

• Preferred: Experience with ERP systems.

• Desirable: Formal Certification or training in Supply Chain Management or a related field

Responsibilities & Context:

Accountabilities:

• Supervising and organizing the daily activities of the Supply Chain team, including Supply Supervisors, and ensuring they perform the tasks linked to their role

• Being responsible for the order, purchase, stock and freight management in the coordination or in the project level, monitoring and ensuring an efficient implementation of the overall daily supply chain activities

• Monitoring and ensuring a smooth running supply administration and the respect of the implemented supply procedures, proposing adjustments where needed.

• Being responsible for the supply database and the correct filing and archiving of the supply documentation in order to guarantee the availability and the coherence of supply data

• Communicating with customers, keeping them up to date concerning their orders status (BO confirmation) and prioritizing procurement and transport according to their needs

• Collecting claims from the field, analysing causes and making corrective actions.

• In collaboration with the Supply Supervisor (if any) and in coordination with the HR department, supervising the associated processes (recruitment, training/induction, briefing/debriefing, evaluation, potential detection, development and communication) of the staff under his/her responsibility in order to ensure both the sizing and the amount of knowledge required

• Informing the Logistics / Supply Manager in case of any major issue and draws-up all required reporting, in order to keep updated and reliable information that will help in decision-making

• Performing any other tasks within the scope of his role, as directed by supervision and according to the needs of the mission

MSF Section/Context Specific Accountabilities:

• Supply Chain Management

o Implement and monitor MSF supply chain procedures and standards at project level

o Ensure timely procurement and delivery of medical and non-medical items

o Coordinate with medical, logistics, and watsan teams to anticipate needs

o Ensure proper use of MSF supply tools (e.g. UniField, Excel-based systems)

• Inventory Management and Control:

o Oversee the implementation of robust inventory management systems, including stock control and cycle counting.

o Ensure accurate and timely recording of stock movements, including receipts, issues, and adjustments.

o Monitor stock levels to prevent stockouts or overstocking and optimize inventory turnover.

• Procurement and Supply Chain Planning:

o Participate in procurement planning and budgeting processes.

o Identify and select reliable suppliers, considering factors such as quality, price, and delivery time.

o Negotiate contracts with suppliers to obtain the best possible terms.

o Follow up on orders and ensure timely deliver.

o Ensure all procurement documentation is complete and properly filed.

• Emergency Preparedness and Response:

o Develop and implement emergency preparedness plans for supply chain operations.

o Coordinate with other departments to ensure a timely and effective response to emergencies.

o Manage the procurement and distribution of emergency supplies.

• Compliance and Reporting:

o Ensure compliance with MSF policies, procedures, and regulations, including financial, procurement, and security guidelines.

o Prepare accurate and timely reports on supply chain activities, including stock status, and procurement.

o Compile monthly supply chain reports and submit them to the supervisor within agreed deadlines.

o Monitor key supply chain indicators and proactively alert management to risks such as stock-outs, overstocking, delays, losses, or expiries.

• Staff Management and Development:

o Supervise and mentor the supply chain team, providing training and development opportunities.

o Foster a positive work environment and promote teamwork.

• Gap Coverage and Support:

o Provide coverage for team members during absences, ensuring continuity of supply chain operations.

o Support project supply teams by addressing their specific needs and providing technical assistance.

o Collaborate with Supervisor to identify and address potential staffing gaps within the supply chain team.

• Addressing Language and Cultural Barriers:

o Build strong relationships with local suppliers and stakeholders, overcoming language and cultural differences.

o Develop effective communication strategies to ensure clear and accurate information exchange.

• Managing Supply Chain Disruptions:

o Develop contingency plans to address potential supply chain disruptions, such as natural disasters, political instability, or transportation challenges.

o Monitor global and local supply chain trends to identify potential risks and opportunities.

• Managing Cold Chain Logistics:

o Establish and maintain a reliable cold chain system for temperature-sensitive medical products.

o Monitor and control temperature conditions throughout the supply chain.

  • This is a Permanent contract position. Salary according to level Seven (Level 7) of the internal MSF salary grid (BDT 95,000 Gross). Salary is not negotiable. Income tax deduction from salary based on current income tax rule. 2 annual leave days per month worked. Medical insurance for employee and direct dependents based on Health Care Policy- Locally Recruited Staff.
