Main Purpose: Implementing auscultation, diagnosis and prescription processes according to MSF protocols, universal hygiene standards and other medical indications, in order to support medical specialists’, follow up and health care activities and to ensure the quality and continuity of medical care to the targeted population.
Accountabilities:
• Ensuring quality triage activities, detecting incoming emergencies, in order to prioritize the provision of medical care to the most severe cases both in the OPDs and in the outreach activities
• Proceeding to clinical examination, diagnosis of symptoms and conditions presented by patients, undertaking systematic and complementary examination, and obtaining accurate information (vaccination status, malnourishment detection, vital parameters, etc.) in order to propose appropriate treatment and ensure patients data traceability (epidemiological information, consultation forms, test results.).
• Within his competences, establishing medical treatments in Outside Patients Department (OPD) according to diagnosed pathologies, identifying potential counter-indications of certain medicines and adapting the doses to patient’s individual needs (age, weight and other particularities) in order ensure therapy success.
• Within his competences applying treatment and follow-up activities, according to MSF medical and prevention protocols such as PEP and SGBV and implementing PTE protocols, keeping contact with all patients, providing information and explanation regarding their health conditions, the treatments and the importance of following them correctly, and basic hygiene and nutrition praxis, in order to enhance a preventive culture among the population
• Ensuring referral of patients whose health condition requires the consultation of a specialist (e.g. to the doctor for all difficult/complicated cases, to the reference, hospital for emergency hospitalization, to the nutritional centre for children presenting signs of malnutrition, etc.,) in order to ensure the most appropriate health care.
• Filling in consultation forms, registers and any epidemiological information for each patient, noting clearly medical prescriptions and test results and registers main elements and diagnoses. Collecting statistical data and report on any epidemiological risk (abnormal increases in certain pathologies or in the number of consultations), in order to actively implement appropriate measures.
• Monitoring the rational use of medicines and medical equipment, in order to ensure efficient health care treatments under budget constraints and to avoid service disruption.
• Ensuring that all staff using medical devices are qualified and trained. Ensuring cleaning and minor maintenance tasks are performed according to the protocols. Reporting any malfunction to the project biomedical service
• Strictly applying all rules of hygiene during all medical activities, according to standards in place
• PEP =Post Exposure Prophylaxis, SGBV = Sexual and Gender Based Violence, PTE = Patient Therapeutic Education
MSF Section/Context Specific Accountabilities:
• Work closely with MSF’s healthcare teams, including OPD and IPD services, mental health (MH), sexual and reproductive health (SRH), Nursing, Health Promotion, and Pharmacy departments, for integrated patient care.
• Conduct complete clinical examinations and identify necessary supporting tests following MSF guidelines, collaborating and consulting with the medical doctor for more complicated cases to ensure the highest standard of care.
• Conduct follow-up consultations for stable NCD patients (e.g., diabetes, hypertension, COPD) as per task-sharing protocol, monitor treatment adherence and complications, and promptly refer unstable or uncontrolled cases to the Medical Doctor. Provide follow-up for stable patients receiving psychotropic medications strictly under Medical Doctor prescription and supervision
• Facilitate patient referrals to other healthcare departments or external facilities as needed, in coordination with the Medical Doctor and relevant departments.
• Contribute to the collection and documentation of patient information and epidemiological data accurately
• Assists with and performs minor surgical procedures, in collaboration with other team members and under the direction of relevant supervisors.
• Support in Delivering Person-Centered Care: Provide high-quality, person-centered care to all patients. Respect patients’ autonomy and confidentiality, provide sufficient information, and confirm patient’s understanding of their illness and treatment plans. Ensure dignified and respectful interdisciplinary care for patients, upholding safeguarding principles.
• Carry out proper assessment and management of patients in the MSF dedicated clinics for OPD, Scabies and NCD in collaboration & under supervision (where applicable) with medical doctors and other health professionals
• The Medical Assistant position may be required for the support in hepatitis C programs with relevant direction and supervision, wherein the MA is expected to implement MSF protocols and standards for HCV management, ensuring accurate diagnosis and baseline evaluations of patients. Determine patient eligibility for treatment by reviewing lab results, medical history, and applying MSF eligibility criteria.
• Perform any other medical activities as assigned by the Medical Supervisor in line with project needs and within professional scope of practice.
• As part of this position, one may be required to work in the Health Post facilities, which are located inside the refugee camps.
Contract and Benefit: 1-12 month- contract renewable based on performance and operational needs. Salary according to Level Seven (7) of the internal MSF salary grid (BDT 95000 Gross). Salary is not negotiable. Income tax deduction from salary based on current income tax rule. 2 annual leave days per month worked. Medical insurance for employee and direct dependents based on Health Care Policy- Locally Recruited Staff.
Others: There is no provisions for relocation. 2 Festival Bonuses after completion of one year of uninterrupted continuous service.
