Additional Requirements:
  • Bachelor’s/Master’s degree from any reputed university.

  • Minimum 3–5 years of experience working in a humanitarian context (especially in livelihood, skill development, and food security,) having strong knowledge of livelihood sectoral standards.

  • Experience working in camp-based or emergency settings is an advantage.

  • Both males and females are encouraged to apply.

Technical Expertise, Skills, and Knowledge Essential:

  • Experience in livelihood programs, including micro-enterprise or vocational training, preferably with refugees or vulnerable communities.

  • Expertise in designing training modules, tools, and materials for livelihoods and social cohesion.

  • Proven ability to conduct training and facilitate workshops on livelihood initiatives.

  • Strong knowledge of humanitarian principles and livelihood standards in emergency contexts.

  • Demonstrated skills in community engagement, training facilitation, and market linkage development.

  • Communication with the Government and other stakeholders.

  • Excellent organizational and monitoring skills for effective program implementation.

  • Experience collaborating with partners to achieve program objectives.

Responsibilities & Context:

Purpose of the Position:

Friends in Village Development Bangladesh (FIVDB) is implementing the EDUCO-GBV Project with Rohingya and Host communities under its Humanitarian Preparedness and Response program, Cox’s Bazar, with the support of Educo Bangladesh. The position will be recruited for implementing the project based at the Field office at Ukhiya, with substantial field activities at different camps and host communities at Ukhiya.

The Skill Development Officer will be responsible for supporting the design and following up with the technical aspects of the project implementation. The key role is to work day to day with the building of their capacity in program implementation. S/he will also support the team to deliver a quality project. S/he will work closely as a part of the team with support from the Project Coordinator, working closely with the team to ensure quality program delivery.

Position Title: Skill Development Officer (GBV-Focused)

Programme: GBV Prevention and Response – Rohingya Refugee Camps & Host Communities

Location: Rohingya Camps and Surrounding Host Communities, Cox’s Bazar

Reporting to: Project Coordinator

Duration: As per project agreement

Key Roles and Responsibilities:

Key Area 1: Planning and Programme Implementation

  • Develop DIP through teamwork for livelihood interventions under the Project Coordinator’s supervision.
  • Assist the Project Coordinator in developing annual and quarterly budgets for livelihood interventions.
  • Ensure timely execution of livelihood activities, aligning with donor regulations and FIVDB’s principles, while regularly tracking progress against targets.
  • Support the creation and updating of Detailed Implementation Plans (DIPs), procurement plans, and distribution schedules for livelihood inputs.
  • Deliver field-level training to program participants on off-farm livelihood skills, including handicrafts, solar maintenance, barbering, sewing machine operation, electrical wiring, food processing, and baking.
  • Facilitate market linkages, connecting program participants with local markets, vendors, and government services.
  • Conduct regular follow-up and monitoring to ensure effective and efficient implementation of livelihood interventions, addressing critical issues promptly.
  • Strengthen networks among partners, stakeholders, and youth participants.
  • Provide supervision and coaching to the livelihoods team to ensure the quality of day-to-day activities, make the effective use of delivered input support, promote business sustainability, and mitigate risks.
  • Build capacity of local facilitators and volunteers through on-the-job coaching.
  • Support the creation and updating of procurement plans and distribution schedules for livelihood inputs.
  • Contribute to the creation of an inclusive work environment for marginalised populations, including indigenous groups and women - ensuring a gender equitable, women and PWDs-friendly, sensitive work environment.
  • Promote a high sense of responsibility and accountability within programme and field operations teams.
  • Ensure timely annual/interim narrative and financial reports as per agreement
  • Any other tasks assigned by the Supervisor.

Key Area 2: Community Engagement and Capacity Building

  • Identify and select target participants using appropriate approaches.
  • Organize and conduct training sessions for community groups, women, youth, and adolescents on sustainable livelihood practices.
  • Conduct regular learning, sharing, and accountability sessions to gather feedback and drive continuous improvement.
  • Support community-based groups in establishing income-generating activities and accessing financial services.

Key Area 3: Monitoring, Reporting, and Documentation

  • Collect and validate data for the Monitoring, Evaluation, Accountability, and Learning (MEAL) plan.
  • Produce and ensure timely dissemination of high-quality, timely event and program reports on livelihood activities to meet internal and donor requirements.
  • Conduct regular field visits to assess program quality and gather beneficiary feedback.
  • Ensure thorough documentation of FIVDB’s project experiences and lessons, including successful impactful stories, supported by photos, videos, and relevant annexes, aligning with donor and FIVDB guidelines.
  • Maintain an accurate and organized project database for the livelihood component, supporting evidence-building with revenue and income data.
  • Collaborate with MEAL and technical teams to document lessons learned and implement the livelihoods MEAL framework.

Key Area 4: Coordination

  • Collaborate with Livelihood & Skills development, GBV, Child Protection, and Education colleagues to deliver technical and vocational training through contracted entities and local mentor trainers.
  • Collaborate with Sectoral Working Groups, Child Protection, and Education teams to address cross-cutting issues.
  • Represent FIVDB in livelihood-related cluster meetings and stakeholder engagements at the camp and host community levels.
  • Promote linkages with government, NGOs, and private sector actors to enhance livelihood opportunities.
  • Other representation as required.

Key Area 5: Administrative financial management

  • Assist PC with budget management to ensure efficient utilization of funds as per plan.
  • Support in preparing a costed work plan and provide support to revise the budget
  • Ensure proper and smooth financial management in compliance with donor policy and standards.
  • Ensure monthly monitoring of project budget utilization.
  • Ensure all kinds of expenditure and payment from the field in accordance with the activity line, budget, and code.
