Job Context:
∎ JOB PURPOSE: Conduct investigations on violation of procedure & program policy complying with BRAC - HRPP & Internal Investigation guidelines & procedures for producing qualitative reports (error free) maintaining BRAC values to achieve the organizational objectives.
∎ SAFEGUARDING RESPONSIBILITIES
∎ Ensure the safety of team members from any harm, abuse, neglect, harassment and exploitation to achieve the programme`s goals on safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.
∎ Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.
∎ Follow the safeguarding reporting procedure in case any reportable incident takes place, encourage others to do so.
Job Responsibilities:
∎ Study the assigned complaint letter thoroughly and chalk out an investigation plan (When, Where and How) for investigating the allegation from respective program and share with respective supervisor.
∎ Prepare a probable list of interviewees like complainer, alleged person(s), direct & indirect witnesses, beneficiaries and required bill vouchers.
∎ Notice to the alleged person(s) through registered letter with acknowledgement or e-mail before 7 days of starting investigation.Contact with respective management staff for getting necessary logistics and program support during field visit.
∎ Prepare a questionnaire for each interviewee before and during investigation (need basis) and visit the place of occurrence.
∎ Take interview of the related persons maintaining high confidentiality and keep a written record with dates and signature in the presence of Local HR Officer.
∎ Take interview of the line management staff (i.e. AM, RM & SRM/PM) for assessing their responsibilities in respect of the fraudulent incidents.
∎ Review and examine the financial statements, bill voucher with supporting, Cash book, Ledger, Daily collection register, Money receipts, Approved budget and actual expenditure.
∎ Verify the signature of the recipients and approval authority for any fraud cases and reconcile stock/revolving fund.
∎ Corroborate & cross-check all collected documents/evidences and statements for justifying the complaints at the end of each investigation in the field level.
∎ Prepare qualitative investigation report complying standard format (i.e. Introduction, Complaint summary, Methodology, Statements of the interviewees, Own findings, Fact analysis and Opinion) and submit to first supervisor within stipulated time (25 days) from the date of complaint received.
∎ Submit final draft report to 2nd Supervisor maintaining quality at highest level.
∎ Submit final investigation report to GMT, HR along with the comments of CPO-HR & LD/ Head of Investigation & Grievance Management within the stipulated time.
∎ Play a significant role at the office of Ombudsperson, Anti-Corruption and in the Civil court during hearing related to any investigation.
∎ Perform duties as per demand and direction of the authority and uphold BRAC Values.
Additional Requirements:
∎ Able to frequent field visit (At least 15 days in a month).
∎ Familiar with MS Word, MS Excel, Power point and E-mail and Internet operations.
∎ Report writing skills both in Bangla and English.
∎ Knowledge on Internal Audit / Monitoring in different companies and NGOs.
∎ Knowledge on Micro-finance, Health, Education, Gender and Enterprise related work in NGO sectors.
∎ One (1) years of working experience will be given preference
