  • Proven record of successfully coordinating complex relations, including matrix relations of several posts that do not directly report to the candidate.

  • Experience in MEL plan implementation in managerial role in various donor’s programs.

  • Strong analytical and conceptual skills.

  • Proven Skill in statistical and M&E software packages. SPSS, MS Access is essential.

  • Proven skill in using Kobo toolbox for data collection and management.

  • Malnutrition is a significant challenge in Bangladesh, particularly among mothers and children. Bangladesh’s 2022 Demographic and Health Survey found that 24% of children under the age of five are stunted, 22% are underweight, and 11% are wasted. Poor maternal nutrition and infant and young child feeding practices, micronutrient deficiencies, and low birth weight contribute to malnourishment. More than seventy percent of people in Bangladesh cannot afford a healthy diet (World Bank 2022) and are struggling to get enough essential vitamins and minerals (micronutrients) in their daily diets. This “hidden hunger” increases their vulnerability to serious health problems including stunting, blindness, poor brain development, weakened immunity, and even death.
  • These challenges are compounded by structural barriers: limited access to antenatal and postnatal care (ANC and PNC), weak integration between nutrition and WASH services, gender inequities that restrict women’s decision-making power, and market barriers that limit the availability and affordability of nutritious foods and basic supplies in rural areas.
  • CARE Bangladesh's is committed to provide support people affected by disasters and conflicts with life-saving assistance, with a special focus on women and girls, who are disproportionately affected by disasters. Our action also includes preparedness and early action, emergency response and recovery, and resilience and adaptation to climate change and equitable development.
  • A collective of the four organizations--CARE, iDE, HarvestPlus, and The Hunger Project (THP)--are proposing to tackle these pressing nutrition challenges through a multi-sectoral, gender-responsive strategy. The collaboration aims to improve the nutritional status of women and children under the age of five. It directly aligns with Sustainable Development Goals 2 (Zero Hunger), 3 (Good Health and Wellbeing), 5 (Gender Equality), and 6 (Clean Water and Sanitation) as well as the priority nutrition indicators of the Government of Bangladesh.
  • This initiative builds on successful The Church of Jesus Christ of Latter-day Saints (The Church) funded programs already implemented by the consortium members and seeks to consolidate its learnings to apply its proven approaches in Bangladesh. CARE, iDE, HarvestPlus and THP will work together to build synergy and complementarity among the organizations to address the core issues in the targeted geographies. The project’s integrated model addresses the wellbeing of children and their mothers through mutually reinforcing health systems and market systems interventions across multiple sectors.
  • LDS targets over 15,800 individuals, including women, children, persons with disabilities, and marginalized groups.
  • The Senior MEAL & Documentation Officer is based at CBDO is responsible to support the Team Leader to implement an efficient and effective Monitoring and Evaluation (M&E) framework. S/he will collect and manage all hard and soft data with accuracy to present timely to donors, CARE’s PEARL Department and other stakeholders as necessary. S/he is also responsible, as per guidance of the Team Leader, for producing high quality, reliable, and efficient reports and information systems tailored to the needs of the donor and different levels of management and operational staff as well as the GoB. S/he will also assist partners in program evaluations and capturing and disseminating learning to wider audience.

II. Responsibilities and Tasks: - Time

Responsibility # 1: Development and Implementation of the MEL System - 40%

  • Assist the Team Leader in designing tools/methodology and indicator tracking mechanism for the LDS.
  • Guide the project and partners staff to ensure implementation of the MEL system align with consortium partners through regular inputs in tools/data collection platform and follow up with project staff.
  • Work with Team Leader to develop a robust system to facilitate data-based decision making for all the output-wise activities and revision of approach, if necessary.
  • Design and carry out digital data collection for Post-Distribution Monitoring (PDMs), surveys, assessments, monthly progress report, process monitoring etc.
  • Collect and validate field data on a regular basis for donor and other reporting purposes.
  • Support the Team Leader in drafting, guiding, and managing consultants or project team in conducting base-line and end line surveys and evaluations and reporting.
  • Design tools/methodology for collecting monitoring data on regular basis.
  • Responsibility # 2: Setting up and Ensure Accountability Mechanism - 15%
  • Work to set up an efficient Complaint Feedback and Response Mechanism (CFRM) including a hotline.
  • Communicate and involve with project stakeholders such as community people, UNCC’s, UDCC members, Government Officials etc. and support incorporating feedback to revise program implementation strategy.
  • Assist the Team Leader to establish a proper information sharing mechanism in the project locations and ensure that messages are appropriate and relevant for various target groups e.g. children, women, adolescent, community leaders, etc.
  • Collect feedback and complaint forms from the field and enter Feedback and Complaint Database.

Responsibility # 3: Donor and NGOAB Reporting - 15%

  • Work with the Team Leader and the project team for establishing effective information sharing, updating and reporting mechanisms.
  • Assist the Team Leader in preparing primary narrative donor reports including results frame indicators as per donor’s prescribed template/requirement and approved activity plan as the project continues to achieve targets.
  • Collect and organize all necessary information and data to produce substantial evidence against the indicators as was set in the proposal and log frame.
  • Support the Team Leader to develop dashboard, info-graphics, maps, databases for providing basis of planning and strategy.
  • Monitor info by self and through sector colleagues, collate, compile and update dashboard to present updated needs, gap, constraints, challenges, resources etc.
  • Support the Team Leader and partners for timely submission of annual report, budget/revised budget/ FD-6, FD-4 audit report and report to NGOAB.

Responsibility # 4: Knowledge Management and Learning - 15%

  • Support the Team Leader to identify initiatives of interest, provide information and quality case studies, updates etc.
  • Identify top-line findings from monitoring activities, anonymized and summarized analysis of data and any relevant project updates and share with Team Leader.
  • Assist Humanitarian and Resilient Futures Team through submission of timely data and information as requested.
  • Record knowledge and experience of the project and make it accessible to the project staff, stakeholders, partners staff and the organization through Team Leader.
  • Collect project evidence (photos, quotes, case study, change story, event report, field visit report, meeting minutes, etc.) periodically and share with project team.
  • Support Team Leader to organize periodic review and learning sessions to capture key lessons and good practices from the project.
  • Support incorporate data and insights of the base-line and end line survey and evaluations in project design, modification and dissemination.

Responsibility # 5: Compliance of Government, Donor and CARE Requirements - 10%

  • Follow donor, CARE and GoB compliance and standards in the monitoring tools to ensure required standards are followed in structural and non-structural work.
  • Ensure compliance of the donor’s requirement in quality assurance, monitoring and accountability by both CARE and partner organizations’ team through digital/online monitoring tools and applications.
  • Carefully follow all CARE International and CARE Bangladesh requirements in the implementation of the MEL system.
  • Assist Team Leader to organize and facilitate training on DIP, MEL functions/ MEL plan and tools for capacity development and awareness of implementing partners and CARE field staff.
  • Representing Project in Upazila and District level forums, as and when needed.

Other Responsibilities - 5%

  • General Responsibilities on Safety and Security, and Safeguarding of children and vulnerable adults
