Required

  • Master’s degree in Psychology – clinical or counselling (highly preferred), Gender Studies, Development Studies, Human Rights, or a related field; or an equivalent combination of education and relevant professional experience.

  • Minimum 3 years of professional experience in GBV, Child Protection, or Protection programming, preferably in humanitarian or emergency contexts in Cox’s Bazar.

  • Proven experience applying IASC Guidelines on Mental Health and Psychosocial Support (MHPSS) in counselling and case management for adults and children in humanitarian contexts, including the Rohingya Response.

  • Experience working in Women and Girls’ Safe Spaces (WGSS), Multipurpose Centers (MPCs), or community-based protection programs.

  • Experience providing technical supervision and support for interagency case management, including referrals, guiding principle and ethical handling of sensitive cases.

  • Demonstrated expertise in safeguarding, including training facilitation and technical guidance.

  • Experience using or supervising GBVIMS/Primero with strong understanding of data protection and confidentiality.

  • Experience in partner coordination, mentoring, capacity building, and participation in Protection/GBV/CP Working Groups at Coxbazar Context.

  • Experience supporting and reviewing partner reports (weekly/monthly) to ensure quality and timely submission.

Desired

  • Previous experience in the Rohingya humanitarian response in Cox’s Bazar is highly desirable.

  • Specialized training in GBV and Child Protection case management, safeguarding, protection mainstreaming, and GBVIMS.

  • Training in Mental Health and Psychosocial Support (MHPSS), including trauma-informed and survivor-centred approaches.

  • Knowledge of humanitarian principles, inter-agency protection standards, gender analysis, Rapid Gender Analysis (RGA), and protection risk mitigation.

  • Strong skills in planning, coordination, documentation, report writing, and training facilitation.

  • Proficiency in MS Word, Excel, and PowerPoint.

  • Fluency in Bangla and English (written and spoken).

  • Knowledge of Chittagonian and/or Rohingya dialects is an asset.

Scope of the Role:

Since the August 2017 influx of Rohingya refugees into Cox’s Bazar, CARE has implemented humanitarian interventions to address GBV risks, child protection threats (including child marriage, trafficking, and abuse), and mental health impacts, particularly among women and adolescent girls. CARE’s programming emphasizes survivor-centered approaches, dismantling harmful social norms, and ensuring service accessibility. The current project focuses on enhancing access to lifesaving GBV and CP services for Rohingya refugees and affected host communities in Ukhia, Cox’s Bazar, through Women and Girls’ Safe Spaces and Multipurpose Centers.

The Program Officer - GBV&CP will provide technical support, guidance, and oversight to partner organizations involved in GBV and Child Protection programming. This includes ensuring partners implement activities in line with CARE standards, humanitarian principles, and survivor-centered approaches. The role will support partners in planning, monitoring, and delivering high-quality services, strengthen their capacity through mentoring and on-the-job coaching, and facilitate coordination and information sharing to ensure harmonized and effective interventions for women, adolescent girls, and children at risk.

II. Responsibilities and Tasks:

  • Responsibility # 1: Program Oversight, Case Management & GBVIMS/Premiero Supervision 40%
  • Oversee daily activities implemented through partners, ensuring effective delivery of GBV and Child Protection interventions.
  • Provide technical and supervisory support to partner Case Workers to ensure high-quality case management services.
  • Supervise GBVIMS data collection, entry, and reporting by partners, ensuring data quality, confidentiality, and timely submission.
  • Monitor and support weekly and monthly activity and case reporting from partners, ensuring accuracy and adherence to reporting timelines.
  • Support analysis of GBV/Child Protection data to inform program improvements and evidence-based decision-making.
  • Ensure partners’ compliance with confidentiality requirements, ethical standards, and Do No Harm principles.

Responsibility # 2: Strengthening the capacity and mentorship of frontline staff 20%

  • Mentor and coach partner staff and Case Workers on GBV and Child Protection programming, survivor-centred approaches, guiding principles , protection principle and the use of GBVIMS/Premero
  • Provide technical guidance and ongoing support to partners to ensure harmonised program implementation and adherence to quality standards.
  • Contribute to advocacy efforts and sector/stakeholders level discussions to strengthen child protection and GBV.

Responsibility # 3: Partner Coordination & External coordination 25%

  • Support partners in the preparation and timely submission of weekly and monthly activity reports to CARE and other relevant stakeholders, documentation, and lessons learned.
  • Facilitate effective coordination, information sharing, and joint planning with partners and relevant sector actors.
  • Organised monthly meetings with the partner
  • Represent CARE in relevant coordination forums and sector/working group meetings, including GBV Case Management/GBVIMS Working Groups, ADWG, and Protection/Child Protection Working Groups, MHPSS WG, ensuring alignment with agreed sector standards and strategies and contribute technical input in the joint plan
  • Participate in and coordinate with Child Protection and GBV sub-sector/working groups to strengthen response mechanisms, in close coordination with the line manager, and serve as an alternative focal point for coordination as required.

Responsibility # 4: Program Coordination with CARE & Compliance 10%

  • Coordinate with other CARE programs in Cox’s Bazar to ensure integration of Gender, Protection, and risk mitigation strategies across sectors.
  • Support capacity building of frontline staff and community volunteers on GBV, Child Protection, and survivor-centred approaches across the Care program and gender responsive actions.
  • Ensure full compliance with GBV, Child Protection, and safeguarding policies, as well as CARE operational standards and donor requirements.

General Responsibilities on Safety and Security, and Safeguarding of children and vulnerable adults 5%
