∎ JOB PURPOSE: This position will lead the Finance and Accounts department of BRAC Humanitarian Crisis Management Programme (HCMP) overseeing the management of finances, reviewing budgets, ensuring donation/grants receive, ensuring external and internal audit preparedness and facilitating accordingly. This position will also be responsible for ensuring financial transparency in the organisation to ensure better decision making.
∎ SAFEGUARDING RESPONSIBILITIES
∎ Ensure the safety of team members from any harm, abuse, neglect, harassment and exploitation to achieve the programme`s goals on safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.
∎ Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.
∎ Follow the safeguarding reporting procedure in case any reportable incident takes place and also encourage others to do so.
Job Responsibilities:
∎ Strategic planning and guidance:
∎ Play the strategic role of preparing and drafting JRP, financial operating planning, drafting and finalising all financial guidelines etc. in coordination with the supervision and guidance from Head of Accounts.
∎ Provide supports/ guidance to HCMP Finance Team in day-to-day operations providing technical knowledge and guidelines.
∎ Provide supports to Senior Management Team in important financial decision-making by providing financial data and necessary analysis.
∎ Design and develop unit AOP (Annual Operating Plan) and Work Plan to accomplish the objectives of HCMP F&A.
∎ Operational guidelines and roll out of the guideline:
∎ Supervise the finance team members deployed for Cox's Bazar HCMP and Head Office for smoothing overall operation of HCMP.
∎ Supervise day to day finance activities and ensure proper documentations and recording in system.
∎ Supervise proper recording of actual expenses for each projects with monitoring procedures and manage expenses within approved budget.
∎ Supervise proper allocation of HCMP shared cost to all projects as per policy
∎ Develop leadership and enhance capacity of finance staff through training and guidance.
∎ Oversee the management of finance functions ensuring donor/ contract compliance.
∎ Quality and Accountability:
∎ Ensure audit preparedness and facilitate audit of ongoing projects under HCMP.
∎ Ensure that all finance and treasury work going on as per policy of BRAC and donors.
∎ Ensure proper record keeping/ accounting of HCMP operations.
∎ Ensure project balance sheet review and reconcile the receivable and payable ledger balance.
∎ Ensue the quality works of finance team in relations to payables; advance management, assets tracking, fund management and compliance.
∎ Ensure quality MIS data to awards team for donor reporting.
∎ Ensure the process of budget preparation, support to awards team for proposal submission to donors.
∎ Coordination, networking, advocacy:
∎ Liaise and coordinate with concern management and ensure full visibility of expenses incurred in comparison with project, sector and head wise budget.
∎ Maintain continuous coordination between internal and external stakeholders of HCMP.
Additional Requirements:
∎ Strong knowledge on Accounting, Auditing, financial forecasting, and budgeting principles and practices with basic management information systems applications for accounting functions.
∎ Ability to analyses complex problems, evaluate alternatives and implement creative recommendations, organise work, set priorities, meet deadlines, and complete assignments with minimal supervision.
∎ Skills to work on several assignments simultaneously, setting priorities, meeting deadlines, and working independently within established guidelines.
∎ Professional degree/ Certification i.e. CA/ACCA/ACMA or equivalent.
∎ Excellent knowledge and proficiency on MS Office applications.
∎ Excellent language skills in both English and Bangla.
∎ Minimum 05 years of relevant experience preferably in budgeting, accounting and financial management.
