Education:
    • Bachelor of Science (BSc) in Civil Engineering, Water Resources Engineering
    • Diploma in Engineering in Civil Engineering, Water Resources Engineering
  • Must be combined with strong technical knowledge of construction methods, materials, and safety regulations

  • Minimum 4 years of proven work experience in development or humanitarian projects.

  • Minimum 2 years of work experience at a mid-level supervising teams in International NGOs managing multiple projects simultaneously.

  • Local candidates from same division will be given preference.

  • Good understanding on the laws, policies, systems and culture of civil engineering works in Bangladesh.

  • Strong project management and organizational skills.

  • Excellent English communication (written and verbal).

  • Practical field skills, and strong soft skills to manage projects.

  • Strong technical knowledge of civil engineering principles.

  • Accountability and transparency.

  • Good understanding of monitoring & evaluation of engineering works.

  • Skills in MS Office package (word, excel, Power point) and AUTOCAD.

  • Must have excellent skills for BOQs & Drawings along with record keeping and data management skills.



Responsibilities & Context:

JOB SUMMARY: The Project Officer (Site Engineer) is responsible for overseeing and supporting the implementation of Qatar Charity’s projects within an assigned division in Bangladesh. The role involves frequent field visits, supervision of construction activities, site selection, and ensuring projects are executed in line with organizational standards, technical specifications, and donor requirements. The SE works closely with communities and project teams to ensure quality, timely delivery, and achievement of project targets, while reporting to the Projects Coordinator.

DURATION: 06 Months (With Strong possibility of extension)

Objective 1: Project Coordination & Implementation

  • Oversee implementation of development and infrastructure projects across sectors.

  • Review BOQs, drawings, and cost estimates.

  • Conduct field assessments and technical surveys.

  • Support project planning, feasibility studies, and PIP development.

  • Provide technical guidance for construction and installation works.

  • Ensure quality and quantity control during project execution.

  • Assist in beneficiary selection aligned with organizational policies.

  • Support procurement and inspection of materials and supplies.

  • Maintain coordination with communities and local stakeholders.

  • Prepare work plans and monitor project progress.

Objective 2: Team & Partner Supervision

  • Supervise Project Officers, field staff, MEAL monitors, and any other person assigned by the management.

  • Coordinate closely with local committees, ensuring their compliance with QC requirements.

  • Identify implementation challenges and proactively provide solutions to the Projects Coordinator.

  • Keeping track of the daily physical progress vis-à-vis the implementation. Alerting the line management of deviations while recommending means to appropriately bring on track.

  • Provide day-to-day guidance to local committees or vendors to ensure smooth and efficient project delivery.

Objective 3: Documentation, Reporting & Compliance

  • Essentially following the approved design specifications as provided or providing technical inputs to the Dhaka Office on the same, given the field realities.

  • Ensure that all project activities follow agreed timelines, budgets, and implementation plans.

  • Support in maintaining proper documentation of all project activities, including attendance sheets, distribution lists, PDM, field reports, and MEAL evidence.

  • Prepare high-quality weekly, monthly, and quarterly project reports for the Projects Coordinator.

  • Maintain accurate project folders, both digital and hard copy, according to QC documentation standards.

Objective 4: Monitoring, Evaluation, and Learning (MEAL)

  • To ensure self-safety and security by observing the security protocols of the country office and the HQ.

  • Ensure work is complete as per the work plan and schedules and resolve the conflicts on the construction site.

  • Follow up on MEAL findings and ensure corrective actions are implemented.

  • Support learning exercises, evaluations, and field assessments.

  • Based on a bi-weekly workplan, ensure regular monitoring, data collection, and verification across all projects.

  • Keep all records of the data, Assessment list, vouchers, and other tasks given by the line manager.

Objective 5: Ensure coordination & representation

  • Participate in internal and external coordination meetings as assigned by the Projects Coordinator.

  • Consult with government entities, UN agencies, INGOs, and community organizations when required.

  • Maintain effective communication between field teams, any partners, and the wider Programs Department in Dhaka office.

  • Establish strong liaisons & linkages with UNO office, local authorities, technical departments and local NGOs, District Health Office, District Education Office, and other stakeholders in the assigned division.
