Experience:
Different training like Gender training, PSEA Training, other skill development trainings are preferable
Working experience with social and economic support-services to trafficking survivors, agriculture farmer or vulnerable and at-risk groups.
Excellent communications skill.
Computer proficiency: i.e. MS Office, database management, coordination via email, project-specific management information systems, etc.
Experience on program facilitation, Networking, Advocacy and lobby with local administration.
Own motorbike with valid driving license and willing to ride for implementing project activities is preferable.
Job Context:
AVAS in a national NGO going to implement “B-PEMS AugroJatra Climate Change Project” project funded by WINROCK International Global Bangladesh. The project will be implemented in 7 Upazillas of Patuakhali and Barishal District (South Central). Overall objective of the project is “Coastal communities have the ability to challenge and transform the institutions and systems for the promotion of their resilience. The target population will know about their rights and will strive to protect them.” This position is based at Upazila/District level. S/he is the Upazila/District level key person of this project. Project officer is responsible for implementation of the project actives according to the project proposal and also responsible for coordination with District and Upazilla level stakeholders, reporting etc.
Working Area: Upazilla Level in Barishal and Patuakhali District.
Responsibilities:
The responsibilities of the Project Officer include but are not limited to the descriptions below.
General Management:
Facilitate village level group meetings with other awareness raising and capacity building activities.
Supervise and monitor day-to-day activities of project team including project interventions, finance and monitoring to ensure effective project implementation
Take effective initiatives to function the Local Govt. institutes committees relating with this project and maintain a functional.
Regular visit, communication and build rapport with different stakeholders like Local Administration, Fisheries and Agriculture departments, Social Welfare Department, Local Govt. institutes, Likeminded organizations and local influential persons.
Organize and facilitate training, workshop, meetings, learning sharing visit
Keep a watchful eye on all preventive measures to protect Child Abuse, Gender Violence, SEA&H, Violence and Extremism and violation of safeguarding issues according to the policy procedures.
Effectively manage project resources and facilitate the strengthening of program management capacities across the team.
Provide support and cooperative attitude with the community, colleagues, management and donors.
Compiling and developing report through digital application and both in qualitative & quantitative aspects; and submit following strict deadline.
Comply all policy procedures and laws in the project implementation, financial management.
Perform any other related duties or responsibilities that may be assigned by the organization, supervisor and donor agency.
People Management:
Provide direction and monitor supervisees in their implementation of the work plan and quality of technical activities, share relevant information and direction to improve quality and achieve timelines.
Perform a leading role to implement project activities following DIP and set clear objectives for all staff under line management and conduct timely performance evaluations.
Ensure adequate guidance for AugroPothik (Field Facilitators); initiate capacity development of team including on-the-job coaching and mentoring as appropriate.
Conduct regular management supervision sessions for staff by ensuring a respectful working environment for employees and the public.
Taking appropriate steps to resolve any grievances address all reports accordingly.
Coordination and Representation:
Coordination and establish functional relationship with Local Administration, Agriculture, Fisheries, Private & Public sector representatives and other related departments/ Organizations. Maintain regular communication & liaison with respective the Govt. departments, ensure participation in different district and Upazila level committees (like DMCs, counter Trafficking committee and NGO Coordination Committee) Promote improved understanding and awareness on different advanced Agriculture, Aquaculture and Fisheries technologies.
Organizational Responsibilities:
Maintain office time accordingly.
Attend Regular Monthly Coordination meeting in AVAS HO. Read and comply all policy procedures of AVAS.
Code of conduct should read carefully and obey strictly.
Compulsory reporting of any suspicious matter of fact.
Timely response in Cell phone and Email.
Participates in all related national days observance and core programs of AVAS.
Working under AVAS Disaster Taskforce during emergency.
Carry out any other tasks assigned by ED & Higher Authority.
Bonus (yearly one-month salary paid at pro-rata basis during religious festival and Yearly/ final payment)
Travel and Transportation for project activity will be paid as per project Budget.
Yearly Increment will be given based on the results of performance appraisal.
