Additional Requirements: Experience Requirements:
Minimum eight years’ experience, specifically five years in a management position related to multi-sectoral programs in a humanitarian/development context (especially in CBO capacity development, livelihood, skill development, DRR, and social cohesion). Experienced in working collaboratively with Partners, all levels of government, and other local stakeholders. Demonstrated experience in partnership management with National NGOs, INGOs, and agencies.
Technical Expertise, Skills, and Knowledge Essential:
- Sound knowledge of Bangladesh's political, environmental, and social context, livelihood situation, and challenges, especially in the Cox’s Bazar districts.
- Experience in CBO capacity development, livelihood programs, including agriculture, market linkage, life skills training, and private sector engagement with refugees or vulnerable communities.
- Experience in designing training modules, tools, and materials for CBO capacity development, livelihoods, DRR, and social cohesion.
- Demonstrated skills in community engagement, training facilitation, workshop facilitation, and market linkage development.
- Excellent organizational skills and understanding of basic monitoring and evaluation processes and procedures, and how to support MEL activities and utilise MEL information to improve programming.
- Strong team supervision and leadership capabilities.
- Good knowledge and understanding of Do No Harm principles and other humanitarian standards.
- Comprehensive understanding of the Humanitarian structure of the Rohingya Response, its operating and regulatory environment.
- Good understanding of Gender, Gender Based Violence, and prevention.
- Good understanding of child safeguarding and equality for girls.
- Knowledge and understanding of FIVDB’s vision, mission values.

Responsibilities & Context: Project Context:
Friends in Village Development Bangladesh (FIVDB) is going to implement the Strengthening Inclusive Governance and Adaptive Social Cohesion (SI GA) Project in Teknaf, Cox’s Bazar, supported by Welthungerhilfe (WHH) and BMZ (Federal Ministry for Economic Cooperation and Development). The project period is from 01 November 2025 to 31 October 2030, and it deliberately follows the HDP (Humanitarian, Development, Peace) Nexus approach to address the complex needs of both Rohingya and host communities. The project is centred on civil society organisation (CSO) strengthening, social cohesion, resilience, gender-responsive development, and the promotion of human rights. By empowering CSOs, the project aims to improve peaceful coexistence, enhance cooperation with government institutions, resolve conflicts, and build resilience to climate, security, and protection risks.
The Project Coordinator will be based in FIVDB’s Field Office in Teknaf, with frequent travel to camps and host communities, and will play a central role in leading the implementation from Teknaf, ensuring strong coordination and effective delivery across all project components. The position is contractual for the project duration, with an initial three (3) months’ probation period. His/her key role is to work day to day with technical staff, M&E, Admin, Finance, and Logistics staff within the FIVDB building their capacity in program implementation with support from the WHH Nexus Coordinator and WHH Head of Finance. The Project Coordinator (PC) will serve as the focal point for facilitating and coordinating the transformations at the CSO, community, and institutional levels.
Key responsibilities include:
Key Area 1: Planning and Programme Implementation
- Develop Detailed Implementation Plan (DIP) through teamwork and with support from WHH & FIVDB Senior Management.
- Support the team to develop an activity plan aligned with the DIP, budget, and donor agreement.
- Ensure deliverables as per agreement in compliance with donor requirements, while regularly tracking progress against targets.
- Oversee and coordinate the engagement and capacity building of 290 CBOs, 5 CSNs, and 5 grassroot NGOs, ensuring structured implementation across project outputs.
- Lead the organisation of advocacy platforms, peace dialogues, and community risk mapping exercises in cooperation with CSOs, NGOs, and the government.
- Facilitate linkages with private sector actors and financial institutions to expand livelihood and green skills opportunities.
- Develop and oversee the exit and sustainability plan for the handover of MPCs and the CSO Resource Centre to empowered NGOs/CSNs.
- Represent FIVDB with donor and other relevant agencies at the Teknaf/Cox’s Bazar level.
- Prepare progress reports as per DIP and provide need-based updated information, as well as ensure timely annual/interim narrative and financial reports as per agreement.
- Work closely with FIVDB’s internal departments, including HR, Finance, Admin, and Logistics, to ensure projects are appropriately resourced and project activities are delivered.
- Provide support for developing and reviewing all the guidelines/manuals required for the smooth operation.
- Lead monthly/quarterly review and coordination meetings with the project team.
- Provide technical support to the team to process purchase orders, keep records, and track those to ensure timely completion.
- Lead the budget review process as per requirements.
- Any other tasks assigned by the Supervisor.
Key Area 2: Community Engagement and Capacity Building
- Support to identify and select target participants in the targeted locations.
- Support to arrange community-based events- dialogues, advocacy meetings, and awareness and peacebuilding sessions, etc.
- Promote gender equality and inclusion in project interventions.
- Conduct regular learning, sharing, and accountability sessions to gather feedback and drive continuous improvement.
- Identify gaps and take initiatives to strengthen staff and volunteer capacity through on-the-job coaching.
Key Area 3: Monitoring, Reporting, and Documentation
- Support to develop a robust Monitoring, Evaluation, Accountability, and Learning (MEAL) plan.
- Produce high-quality, timely event and program reports and ensure timely submission to donors and partners.
- Conduct regular field visits to assess program quality and gather beneficiary feedback, and ensure quick response.
- Ensure thorough documentation of FIVDB’s project experiences and lessons, including success stories, supported by photos, videos, and relevant annexes.
Key Area 4: Administrative Financial Management
- Responsible for budget management in compliance with FIVDB and donor policies and supporting the team to ensure efficient utilization of funds as per plan.
- Prepares FD-6/FD-7 and initiates certification from the local authority and contacts with relevant government authorities.
- Support in preparing a costed work plan and provide support to revise the budget
- Ensure monthly monitoring of project budget utilization.
Key Area 5: Coordination
- Coordinate with Sectoral Structure at the camp and Cox’s Bazar level and adapt new development as per sector standards.
- Collaborate with relevant stakeholders at the camp and host levels.
- Promote linkages with government, private sectors, and local markets to enhance livelihood and support self-reliance opportunities.
- Other representation as required.
