Job Responsibilities:
∎ Strategic Development and Implementation: Provides strategic direction on all program activities of the organization. Develops and updates the project work plan, ensuring programmatic approaches are technically sound, evidence-based, and consistent with donor priorities. Develop and implement long-term goals and objectives to achieve the successful outcome of the program portfolio. Responsible for development and administration of projects polices. Ensure contingency plans are in place and up to date. Develop and maintain systems for program operations, in accordance with ADRA policies and procedures;
∎ Project Implementation: Ensures the project achieves the greatest possible impact, including providing the necessary leadership to inspire and motivate the project team to implement performance objectives and mandates in a timely and cost-efficient fashion. Conduct regular staff meetings with management team and record attendance. Meets the highest quality standards and value for money and ensures project compliance with donor rules/regulations and ADRA policies.
∎ ADRA Representation: Serves as the senior representative for ADRA to donors, Government of Bangladesh agencies, development partners, and civil society organizations. Cultivates and strengthens positive, productive relationships and ensures that ADRA is consistently viewed as an effective implementing partner and achieves project targets.
∎ Monitoring and Evaluation Strategy: In collaboration with the MEAL officer, provide leadership and direction to ensure robust monitoring and evaluation strategies, frameworks, plans, systems and indicators to capture and monitor/evaluate project resources, performance and results.
∎ Financial and Operations Management: In collaboration with the Finance Controller, establish and maintain the ongoing financial and grants operations, including monthly pipeline reviews to ensure accountability of all project activities as well as the accurate and timely reporting of finance deliverables.
∎ Partnerships: Responsible for project reports to donors and Government, communicate successfully with the ADRA supporting offices by providing accurate and timely reporting, updates on the project progress, monitor quality of project implementation, and coordinate provision of relevant technical assistance based on project needs.
∎ Security Monitoring: Ensure that appropriate security guidelines and procedures are established, maintained, updated regularly, and adhered to by staff. Monitor the security situation and provide leadership for staff in emergencies.
∎ Funding and Grants Management: Develops networks and partnerships with national/regional/international institutions in Bangladesh and spearheads donor collaboration, fund raising and project development within the country. Undertakes diversified local and international fundraising initiatives to strengthen program funding and sustainability. Coordinates the production of good quality funding proposals and responds to calls for proposals. Ensures that effective grant management systems are in place and are consistent with ADRA's fund seeking and management policy.
∎ Human Resources Management and Organizational Development: Provides leadership support to country staff and promotes best practices in human resources management. Oversees adequate implementation of the performance management system including performance objectives and planning, review, appraisal and staff development. Oversees and monitors efficiency and fairness of recruitment processes. Provides coaching and counselling advice to staff when necessary and leads initiatives to develop staff capacity.
∎ Information, Communication and Learning: Ensures programs are maintaining a coordinated and agreed upon information exchange both internally and in its dealing with external parties. Ensures that all communication infrastructures are set up and smooth information flow is maintained. Ensures that experiences and best practices are documented and shared across the organization.
∎ Maintain effective communication and updating on program activities with CD and other department heads and ADRA's regional team;
∎ Perform other duties as needed and assigned by the CD Qualifications & requirements
Additional Requirements:
∎ Age 35 to 55 years
∎ Commitment to ADRA's mission, beliefs and core values
∎ Leadership and management with personal supervision and monitoring of projects
∎ Highly articulate individual with excellent written communications and presentation skills with fluency in writing and speaking English and Bengali.
∎ Proven experience on writing proposals and reports for major donors
∎ Very well organized, able to plan and perform
∎ Financial abilities
∎ Knowledge of statistics
∎ Ability to make Cost x Benefits analysis and quality of services delivery
∎ M&E experience and knowledge of tools of M&E (especially with Outcome Mapping/ Outcome Harvesting)
∎ Able to undertake travel as required (both for domestic and international)
∎ Proficient computer knowledge (mandatory with Word, Excel, PPT)
Salary: Tk. 71415 (Monthly)
