Additional Requirements:
  • Age 30 to 50 years
  • Bachelor’s degree in Business Administration or equivalent, Degree/Course in Supply Chain Management or other relevant subject from any reputed university.

  • Minimum 5 years of experience in the field of Admin & Logistics or Supply Chain Management related to multi-sectoral programs in humanitarian/development context (especially in CBO capacity development, livelihood, skill development, DRR, and social cohesion). Experienced in working collaboratively with Partners, all levels of government, and other local stakeholders.

Technical Expertise, Skills, and Knowledge Essential:

• Sound knowledge of Bangladesh's political, environmental, and social context, livelihood situation, and challenges, especially in the Cox’s Bazar districts.

• Knowledge of logistics management capacities (procurement, warehousing, fleet management, etc.) preferred

• Proficient with MS Office applications

• Creative and able to come up, embrace, and coordinate innovative thinking and problem-solving skills;

• Good knowledge and understanding of Do No Harm principles and other humanitarian standards.

• Comprehensive understanding of the Humanitarian structure of the Rohingya Response, its operating and regulatory environment.

• Good understanding of Gender, Gender Based Violence, and prevention.

• Knowledge and understanding of FIVDB’s vision, mission values.

• Strategic thinking to address challenges and achieve goals efficiently.

• Ability to work under pressure and meet tight deadlines.

• Fluency in English and Bangla (reading and writing).

• Good command of Chittagonian/Local language is a plus point.

• Skill of photography.

• Good interpersonal skills and cross-cultural sensitivity;

Responsibilities & Context:

Project Context:

Friends in Village Development Bangladesh (FIVDB) is implementing the Strengthening Inclusive Governance and Adaptive Social Cohesion (SI GA) Project in Teknaf, Cox’s Bazar, supported by Welthungerhilfe (WHH) and BMZ. The project period is from 01 November 2025 to 31 October 2030, and it deliberately follows the HDP (Humanitarian, Development, Peace) Nexus approach to address the complex needs of both Rohingya and host communities. The project is centred on civil society organisation (CSO) strengthening, social cohesion, resilience, gender-responsive development, and the promotion of human rights. By empowering CSOs, SI GA aims to improve peaceful coexistence, enhance cooperation with government institutions, resolve conflicts, and build resilience to climate, security, and protection risks.

The Procurement Specialist will be based in FIVDB’s Field Office in Teknaf, with regular travel to camps and host communities. S/he will be responsible for leading and managing procurement, logistics, and supply chain functions of the project, ensuring timely delivery of goods, services, and logistical support in line with FIVDB and donor policies. The specific focus areas of responsibility will include: preparation of Bid document, quotation form, quotation collection, CS work order and service contract agreement, and purchase of goods and services and provide as required, and negotiation; communication with different units/departments. S/he will report to the Project Coordinator (PC) and work closely with the Accountant and program teams to ensure accountability and support staff capacity building on procurement procedures. The position is contractual for the project duration, with an initial three (3) months’ probation period. The Procurement Specialist will ensure compliance, transparency, and cost-effectiveness in procurement while supporting smooth administrative and logistical operations for the project team.

Key responsibilities include:

Key Area 1: Purchase and Procurement - Support and Supervision

• Update all the procurement processes, follow up with the contractor to ensure the timely supply of materials.

• Ensure supplier bills are cleared and records are closed according to standard procedures.

• Receive Procurement Request, give feedback, and follow up on the Procurement ordering process.

• Implement the best procurement procedures at the Base to maximize efficiency and value for money

• Lead procurement, logistics, and supply chain functions of the project in line with FIVDB and donor policies.

• Track and report key metrics to reduce expenses and improve effectiveness.

• Conduct market surveys, suppliers' analysis, and increase the suppliers' database.

• Participating in the selection of the supplier through standard procurement procedure (quotations and market assessment, defining criteria, preparing CS, price negotiation, assessing suppliers' documents, trade licenses, and VAT/TAX papers wherever applicable).

• Develop necessary contracts and ensure purchase and procurement dossiers and documents are in order with all necessary validations from Logs, Finance, and Suppliers.

• Prepare Supply Purchase Orders, ensure reception as per quality, quantity approved or requested.

• Lead packing, crating, warehousing, and storage duties in preparation for facilities-specific program and control stock management (storage conditions, reporting, expiry dates) and movements.

• Support the creation and updating of procurement plans and distribution schedules.

Key Area 2: Planning and Programme Implementation

• Assist the project and the management in ensuring daily attendance, movement, and leave register

• Develop reports on material and personnel movements and various operational logistics problems in both the host and refugee communities.

• Prepare expense or inventory reports on the training sessions facilitated, materials or equipment distributed, and submit to project management.

• Ensure proper documentation for all procurements and facilitate / support during the time of audit.

• Responsible for tracking, receiving, and stocking all items procured for the project facilities.

• Coordinate closely with Project Coordinator and Field Officers to ensure necessary resources are aligned and ready for immediate deployment;

• Provide technical support to the team to process purchase orders, keep records, and track those to ensure timely completion.

• Expect unfavourable events through analysis of data and prepare control strategies.

• Provide other necessary support to the team for the timely and quality delivery of the program.

• Attend monthly/quarterly review and coordination meetings with the project team.

• Contribute to the creation of an inclusive and gender-sensitive work environment.

• Any other tasks assigned by the Supervisor.

Key Area 3: Administrative Financial Management

• Identify any financial risks, ensuring timely delivery of requested goods and services;

• Responsible for budget management in compliance with FIVDB and donor policies and supporting the team to ensure efficient utilization of funds as per plan.

• Support the Accountant in preparing a costed work plan and provide support to revise the budget

• Ensure monthly monitoring of project budget utilization.

• Ensure all kinds of expenditure and payment from the field in accordance with the activity line, budget, and code.

Key Area 4: Coordination

• Develop and maintain a good network of contacts to facilitate emergency responses (customs, suppliers, etc.) and provide logistics support to any emergency responses when needed.

• Promote linkages with government, private sector actors, and local markets to support self-reliance opportunities.

• Collaborate with relevant stakeholders at community levels.

• Other representation as required.
