Experience:
Minimum bachelor’s degree in any discipline from any reputed institution.
Minimum 3 years of working experience in the management of project information and data, including experience in participatory monitoring tools.
Familiarity with donor programs will be an advantage.
Proficient in communication skills, with drafting and report writing capabilities in Bangla and English.
Knowledgeable in computer operations, particularly in MS Word, Excel, PowerPoint, and Outlook, as well as email communication.

Job Context: BLAST is one of the leading legal services organizations in Bangladesh and the only one that provides access to legal aid across the spectrum, from the frontlines of the formal justice system to the apex court. It prioritizes support to women, men, and children living in poverty or facing disadvantage or discrimination. It also provides legal aid, advice, and representation across a range of areas, including civil, criminal, family, labour, and land law, as well as on constitutional rights and remedies, providing access to judicial remedies alongside alternative dispute resolution wherever appropriate. Alongside individual legal aid, BLAST undertakes strategic litigation, or public interest litigation, as a key part of its advocacy for law and policy reforms to ensure effective legal protection of rights. Currently operating in 23 districts across the country, BLAST works through its staff lawyers (and paralegals) at headquarters and in each district office/unit office, in collaboration with its enlisted panel of about 2600 lawyers across the country who provide legal redress to clients on a pro bono basis, with a nominal honorarium.
Position Description: A junior-level position based at the Narsingdi District Project Office. The Monitoring and Evaluation Officer (Community) will be responsible for supporting research on policy topics in collaboration with GIZ; providing technical guidance to field staff, paralegals, and restorative justice facilitators; and ensuring data quality through checks and validation processes. Regular monitoring visits will assess M&E implementation, propose performance improvements, and conduct Data Quality Assurance exercises. Responsibilities also encompass preparing progress reports, analytical reports, and policy briefs to inform stakeholders; facilitating M&E training and events; developing a joint M&E framework; and evaluating project impact while maintaining effective communication between field actors and GIZ. Additional activities may be undertaken as required by project management.
Duties & Responsibilities:
Support research and study activities on policy topics in collaboration with GIZ and relevant stakeholders.
Assist in capacity building and provide continuous technical guidance to field-level staff, community paralegals, and restorative justice facilitators in the areas of Monitoring and Evaluation (M&E). Organize, analyse, and manage data gathered from field activities (restorative justice, mediation, referral, diversion, courtyard meeting, legal aid camp, meeting, event).
Ensure data quality through random checks, beneficiary calls, and validation before inputting into data sheets, along with the Central ID in the monthly report.
Undertake regular monitoring visits to city wards to assess M&E implementation and propose necessary changes to improve project performance.
Attend and observe field activities and meetings to ensure adherence to project standards and process quality. Conduct monthly Data Quality Assurance (DQA) exercises and report with recommendations for improvement. Review and analyse field reports to identify challenges, assess progress, and recommend corrective actions as needed.
Support the preparation of consolidated monthly and quarterly progress reports against expected results to inform project planning and development.
Contribute to the preparation of analytical reports, presentations, and policy briefs for internal and external audiences.
Produce and disseminate briefs, notes, and analytical reports to inform criminal justice actors and support evidence-based policy development at the district level.
Ensure effective communication and information flow between field-level project actors and the GIZ.
Support the preparation and facilitation of M&E-related trainings, workshops, and events aligned with project objectives. Expected Output of Monitoring and Evaluation Officer.
Support the development of a joint M&E framework for the project.
Contribute to the reporting mechanism of the project.
Undertake evaluation and impact assessment of the project.
To carry out other activities as and when required by Project Management.
Costs of any field work will be borne by the organization.
