Background
Bangladesh Legal Aid and Services Trust (BLAST) is implementing the project “Supporting Media During Transition Period in Bangladesh” with the support of International Media Support (IMS). The project aims to strengthen journalist safety, freedom of expression, and access to legal protection during a critical transition period through policy advocacy, rapid legal support, capacity building, and international knowledge exchange.
BLAST is seeking a competent and dynamic Team Leader to provide overall leadership and ensure effective implementation of the project activities.
Major Responsibilities
The Team Leader will be responsible for the overall coordination, implementation, and monitoring of the project, including but not limited to the following:
1. Project Management and Coordination
Lead planning, implementation, monitoring, and reporting of all project activities.
Prepare work plans, implementation schedules, and progress reports in line with project objectives.
Supervise and guide project staff, consultants, trainers, and legal teams.
Ensure compliance with BLAST policies, donor guidelines, and safeguarding standards.
Maintain regular coordination with IMS and relevant stakeholders.
2. Policy Review and Advocacy
Lead stakeholder consultations on the proposed Journalism Rights Protection Ordinance, 2025.
Oversee documentation of consultation findings and preparation of recommendations.
Supervise development of policy briefs/position papers and validation workshops.
Coordinate advocacy engagements with the Law Ministry, Media Reform Commission, parliamentarians, and relevant authorities.
3. Rapid Legal Support for Journalists
Establish and operationalise the Rapid Legal Support Monitoring Cell.
Oversee development of case intake, verification, referral, and tracking mechanisms.
Coordinate with BLAST legal teams to ensure timely legal support for journalists facing legal harassment.
Oversee capacity building of BLAST panel lawyers on journalist safety, freedom of expression, and international standards.
4. Capacity Building of Media Practitioners
Oversee development of training modules on legal safety, arrest and detention procedures, digital security, and risk mitigation.
Supervise implementation of divisional-level training workshops across all eight divisions.
Ensure post-training follow-up, learning assessment, and engagement of trained journalists.
5. International Knowledge Exchange
Lead planning and implementation of international webinars on journalist safety and rights.
Coordinate engagement of international experts and national stakeholders.
Oversee documentation and dissemination of learning and best practices.
6. Monitoring, Reporting, and Learning
Ensure effective monitoring systems are in place for tracking outputs and outcomes.
Review and finalise narrative and analytical reports for management and donor submission.
Promote learning, documentation, and adaptive management throughout the project lifecycle.
7. Representation and Stakeholder Engagement
Represent BLAST in meetings with donors, government institutions, journalist associations, and civil society.
Maintain effective coordination with media professionals, legal experts, and partner organisations.
