Experience:
Bachelor’s degree in Social Sciences, Management, or any related field (Master’s preferred).
Minimum 3 years’ experience in project management, preferably in training/ livelihoods programs.
Previous experience in a managerial position in soft skills and hard skills training programs is preferable
Strong leadership, coordination, and team management skills, including mentoring field staff.
Experience in community development, stakeholder engagement, and working with government bodies.
Proficiency in MIS and Microsoft Office, with strong data analysis and report-writing skills.
Excellent communication, problem-solving, and organizational skills, with flexibility to travel

EARN Project:
The Economic Acceleration and Resilience for NEET (EARN) Project is dedicated to engaging young people who are not in employment, education, or training (NEET—Not in Employment, Education, or Training) in economic activities across 250 rural upazilas of Bangladesh. Funded by the World Bank and implemented by the Department of Youth Development (DYD) under the Ministry of Youth and Sports, the project includes a range of initiatives such as skills development, internships, entrepreneurship development, seed financing for business start-ups, and mentorship support.
Role Details:
The Upazila Manager will oversee the planning, implementation, and monitoring of development projects within an assigned Upazila. This role involves leading field staff, coordinating with local stakeholders and government officials, and ensuring projects achieve their targets on time and with high quality. The Upazila Manager will monitor progress through project management and data management systems, address challenges proactively, and support capacity-building initiatives for the team. The ideal candidate will have strong leadership, organizational, and community engagement skills, ensuring both operational excellence and positive outcomes for beneficiaries.
Job Responsibilities:
Lead planning and execution of project activities at the upazila level.
Supervise and mentor field staff to ensure high performance and adherence to project standards.
Coordinate with local stakeholders, government bodies, and community leaders for smooth implementation.
Monitor progress against project targets and ensure timely data entry into MIS.
Prepare and submit detailed progress reports to the central office.
Address challenges and implement corrective actions to maintain project quality.
Organize regular team meetings and capacity-building sessions for staff.
Coordinate closely with UNO, UYDO, UC, UCC, and Community Groups (CGs) to ensure smooth implementation and local approval of plans and beneficiary lists.
Support and oversee Community Group (CG) activities, including meetings, awareness sessions, and community monitoring of VLTC operations.
Ensure compliance with Environmental and Social Safeguards, including SEA/SH prevention measures, grievance redress mechanisms, and safe operation of VLTCs.
Establish and maintain strong relationships with local enterprises, SMEs, agro-processors, traders, exporters, and service providers.
