Additional Requirements:

  • Master’s degree preferably in Social Science, Development studies, Economics, Statistics, Business Administration, or another relevant subject from any reputed university.

  • Minimum 6 years of experience in MEAL, including designing and implementing MEAL systems for donor-funded programs, and a minimum of 3 years in managing MEAL teams. Experience in livelihoods, DRR, food security, or ultra-poor graduation programs is required, along with skills in supporting learning and reporting. Prior work in Cox’s Bazar or Chittagong will be an added advantage, along with Chittagonian Language.

Technical Expertise, Skills, and Knowledge (Essential):

• Strong understanding of MEAL programming in multi-sectoral development and humanitarian contexts.

• Knowledge of donor MEAL policies, standards, and best practices.

• Excellent skills in MS Excel; knowledge of MS Access, SPSS, Power BI, GIS or Stata is advantageous.

• Strong analytical, problem-solving, and decision-making skills with the ability to meet deadlines under pressure.

• Excellent report writing and presentation skills in Bangla and English.

• Ability to present complex information in a clear and concise manner using innovative communication methods.

• Strong organizational skills and attention to detail.

• Willingness to travel frequently to program areas, including Rohingya camps.

Desirable

• Capacity to work independently as well as collaboratively in high-pressure environments.

• Previous experience in community-based organization (CBO) capacity building, peacebuilding, or social cohesion initiatives.

• Strong commitment to gender equality, child safeguarding, PSEA, and humanitarian principles.

• Experience in humanitarian settings, particularly with refugees or IDPs.

• Knowledge of policies and procedures, Sphere and NGO Code of Conduct.

• Strong proficiency in English and Bangla, both written and spoken.

Responsibilities & Context:

Project Context:

Friends in Village Development Bangladesh (FIVDB) is going to implement the Strengthening Inclusive Governance and Adaptive Social Cohesion (SI GA) Project in Teknaf, Cox’s Bazar, supported by Welthungerhilfe (WHH) and BMZ (Federal Ministry for Economic Cooperation and Development). The project period is from 01 November 2025 to 31 October 2030, and it deliberately follows the HDP (Humanitarian, Development, Peace) Nexus approach to address the complex needs of both Rohingya and host communities. The project is centred on civil society organisation (CSO) strengthening, social cohesion, resilience, gender-responsive development, and the promotion of human rights. By empowering CSOs, the project aims to improve peaceful coexistence, enhance cooperation with government institutions, resolve conflicts, and build resilience to climate, security, and protection risks.

The MEAL Officer will be recruited by Friends in Village Development Bangladesh (FIVDB). Administratively, the position will report to the MEAL Specialist. The MEAL Officer will be assisting the MEAL specialist for the overall MEAL coordination and management of this project. S/He will assist and ensure implementation of the WHH MEAL framework, including providing strategic guidance to consortium partners and staff, and will assist MEAL budget management, develop and implement monitoring tools, set up and manage FCRM, lead assessments, studies, and evaluations. S/he will be responsible for maintaining regular contact with all partners and the donor. S/he will ensure effective data collection, analysis, reporting, and knowledge sharing to strengthen project performance and promote sustainable outcomes at both community and institutional levels.

Key responsibilities include:

Key Area 01- Technical Assistance and Leadership:

• Provide overall MEAL leadership of the programme, bringing coherence to all MEAL activities and setting priorities in designing and overseeing the implementation of the project’s MEAL activities in collaboration with the other technical advisors and the implementation team.

• Working with the WHH MEAL Coordinator and MEAL specialist across partners, ensuring shared, harmonised, and integrated MEAL approaches across the partners.

• Provides capacity building and leadership of the program team to ensure innovative, adaptive, and iterative learning approaches across the consortium.

• Ensure the use of digital technology for information data collection, sharing, evidence generation, learning, and technical approach adaptation.

• Works in close coordination with MEAL Specialist to ensure strong MEAL alignment with WHH overall program and strategy.

Key Area 02- Monitoring:

• Support the Program and MEAL teams in updating the indicator tracking tables and provide necessary MEAL guidance regarding project performance.

• Lead in the development of harmonized tools and guidelines for data collection, collation, and reporting across the consortium.

• Maintain a program database and ensure that the databases are updated regularly.

• Capacity building of program staff, sub-grantees, and local partners on project-related M&E templates/forms for data collection, like Indicator Performance Tracking Table (IPTT), etc.

• Organize field visits to monitor program activities/ interventions against Quality Benchmarks/ Quality Checklists and produce & share reports with the program team as well as the management team based on quality and accountability findings.

• Assist in the quality of program design – reviewing log-frames, results frameworks, project plan, strategic plans, MEAL Plan, etc.

• Lead in conducting data quality assessment to ensure that data reported is validated, is accurate, and consistent while providing feedback as necessary to program teams.

• Analysis of the performance indicators and targets on a periodic basis

• To carry out follow-up monitoring visits to materialize actions agreed and update these in the online “Monitoring-Action Plan Tracker'.

• Support program teams in developing quality program reports.

Key Area 03- Research and Evaluation:

• Work with the technical teams to develop and implement an innovative plan for generating and sharing evidence to identify key issues for adaptive management and sharing feedback to consortium members and wider stakeholders on findings.

• Provides leadership, strategic direction, and oversight of the consortium’s learning approach.

• Working in close coordination with the technical teams to provide problem-driven, politically smart, and adaptive research and evaluation approaches, using the results of the analysis to adapt programme activities to emerging risks and nascent opportunities.

• Maintain an online research, assessments, and evaluation tracker and ensure that this is visible and used by program staff.

• With support from communications, MEAL, and programs teams, develop quality case studies.

Key Area 04- Accountability:

• Work with the technical teams to develop and implement a strong accountability plan, adopting the use of digital innovation to better leverage beneficiary feedback, information sharing, and promote transparency, dialogue, and trust around devolution processes.

• Ensure the Feedback Complaint Response Mechanism (FCRM) is functional and accessible to beneficiaries as per WHH FCRM guidelines.

• Ensure that the agreed action plans are followed in a timely manner by the program team and that the feedback loop is closed.

• Maintain a complaint and feedback database while performing regular analysis of the feedback data

Key Area 05- Learning:

• Work with the technical teams to develop an innovative learning plan for the programme, providing leadership and oversight of the consortium’s learning approach.

• Adopt the use of digital technology to facilitate innovative strategies for shared learning across all stakeholders and ensure the key learnings are incorporated in upcoming plans and interventions.
