Job Context:
The Project “Access to and Utilization of Lifesaving Services by Marginalized Communities in Chittagong Hill Tracts in Bangladesh” seeks to restore and scale up essential nutrition, WASH and livelihood services in the three hill districts — Bandarban, Rangamati and Khagrachari. The project focuses on enhancing community resilience, ensuring that marginalized ethnic and rural populations have equitable access to lifesaving interventions and strengthening local systems for sustainable service delivery. The project period is from February 2026 to September 2026 and Friends In Village Development Bangladesh (FIVDB) will be the Technical Partner for WASH under the leadership of Helen Keller Intl and work closely with implementing partners and government stakeholders to ensure coordinated, high-impact programming across the three CHT districts.
Job Summary:
The Manager WASH will be overall responsible for the project WASH outcome and its effective implementation including planning, supervision, monitoring, evaluation, strategic discussions and issue-based decision making and follow the guidance of Helen Keller Intel.. As the organization’s role of providing technical assistance to the implementing partners in the field of WASH the manager will lead the coordination with implementing partners for the implementation of WASH aligning with the other sectoral priorities. S/he will supervise all the project staff and ensure timely completion of all project activities within the framework of the project. S/he will also be responsible for finance and programme planning, liaison with Government, Non-govt and private sectors, conduct monthly, quarterly review meetings and joint field visits including reporting, documentation and case story writing. S/he will be responsible for coordinating the project at Upazila, District and Regional level. The Manager WASH will coordinate and provide regular reports to Helen Keller Intl as per the requirements. Representation of the project at different tiers and institutionalization of lessons learnt. Additional advisory services and technical support for the project teams in terms of monitoring, evaluation, learning, procurement, recruitment, positioning, marketing, etc. Identify capacity development needs of team members and stakeholders, develop training concepts, and coordinate training and learning events.
Key Responsibilities:
Strategic and Technical Leadership:
Provide overall technical and strategic leadership for the WASH component of the project.
Lead the planning process for WASH component and contribute in overall project planning to ensure synergies with the other components
Lead adaptive management strategies to respond to emerging needs and contextual challenges in the CHT region.
Direct the rolling out of WASH interventions across project locations to ensure the highest impact and achievement of milestones.
Act as the custodian for the project work plan, monitoring progress against specific deliverables and timeframes.
Identify capacity development needs of team members, implementing partners and stakeholders
Technical Oversight and Quality Assurance and deliverables of donor Compliance
Lead technical design and delivery of the WASH strategy and provide guidance on locally adapted technologies, specifically Gravity Flow Systems for safe drinking water and climate-resilient sanitation
Provide guidance to the technical and implementing team to identify suitable water provisions and technologies and Conduct climate risk and sanitation needs assessments along with DPHE
Conduct routine monitoring and periodic technical reviews to ensure the quality of implementation
Review and assess results to understand operational effectiveness and lead course corrections as necessary.
Provide required technical assistance to field staff (Technical Specialists & Site Supervisors) and community resource persons.

Partnership and Stakeholder Coordination:
Coordinate with Consortium lead, other technical partners and Implementing partners for synchronized implementation of project activities
Functional linkage with government, civil society, and communities for sustainable WASH goals.
Act as the responsible and contact point for the Donor/Lead organization and provide regular reports as per requirements.
Represent the project on Macro and Micro levels to institutionalize lessons learned.
Financial and Operational Management:
Overall responsible for the smooth and effective management of the project including finance and operational planning, budget control and necessary adjustment.
Manage project inputs including financial resources, equipment, logistics, transportation, and communication.
Ensure project implementation meets donor compliance standards.
Be responsible for the development of all key government approval documents at the field level regarding GoB processes.
Oversee and contribute to the preparation of quarterly and annual reports, technical briefs, and case studies.
Provide required technical assistance for the WASH activities carried out by the implementing partners
Human Resource Management
Supervise all project staff of FIVDB Team and ensure all required HR compliances
provide required support through regular feedback, mentoring and capacity building initiatives.
Conduct staff coordination meetings to align schedules and resolve problems/risks.
Ensure required support to the implementing partner by the respective team members
Other responsibilities:
The Project Manager will undertake additional responsibilities as assigned by the FIVDB authority, beyond those explicitly stated in the JD/ToR.
As per the project policy of FIVDB and the budgeted provision of this project.
Salary and other admissible benefits (if any) are inclusive of all taxes as imposed by the government of Bangladesh. Taxes will be deducted at sources as per government rules.
