∎ JOB PURPOSE: This role will be responsible for the development and implementation of monitoring, evaluation, research and assessments of various projects under Health, Nutrition and Population Programme (HNPP) of BRAC. The role will serve to provide data analytics on specific programme performance and impact indicators to assist programme-level decision-making. As requisite to aforementioned duties, this role is responsible for preparing data collection tools in digital platforms, training external enumerators on data collection, validation, ensuring data quality as well as field research management.
∎ SAFEGUARDING RESPONSIBILITIES
∎ Ensure the safety of team members from any harm, abuse, neglect, harassment and exploitation to achieve the programme`s goals on safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.
∎ Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.
∎ Follow the safeguarding reporting procedure in case any reportable incident takes place, encourage others to do so.
Job Responsibilities:
∎ Support development of M&E framework and methodology for programme performance tracking in accordance with the logical framework and reporting requirements.
∎ Facilitate and provide input into scoping, selection and designing of beneficiary management / M&E system to ensure all identified data points are tracked for both quantitative and qualitative data required to generate and extract data and analytics as per Management/ donor requirement.
∎ Develop data collection tools, guidelines, methods and work plan and conduct monitoring, research and evaluation.
∎ Maintain organizational repository of data collection tools across relevant platforms.
∎ Perform recruitment, conduct training and supervise external enumerators team.
∎ Oversee data collection and analyze data to ensure relevancy and accuracy on a regular basis according to plan. Implement systems to authenticate data integrity and safeguard the collection and management of project data.
∎ Ensure data quality (cleaning, sorting, categorizing and organizing data) is maintained in accordance with programme standards; analyze quantitative and qualitative data and summarize findings for dissemination through monthly, quarterly and annual field visits and reports as per project/programme M&E requirements.
∎ Work with senior programme staff to integrate data into programme planning and decision-making processes for continuous improvement; Share analysis and trends with project team members to help synchronize project decision-making processes with programme results.
∎ Continuously liaise with the programme staff and client to ensure alignment in terms of reporting requirements and evidence that needs to be collected based on the donor requirement and M&E standards like DCED and RBM.
∎ Conduct data analysis and interpretation of findings to improve HNPP's understanding of community and programme challenges with the objective to increase implementation effectiveness and maximize impact.
Additional Requirements:
∎ Strong analytical, programme management, organizing and analytical skills.
∎ Advanced proficiency with relevant software packages, including all Microsoft packages.
∎ Social Science research skills.
∎ External enumerator management.
∎ Knowledge on health, nutrition and population sector.
∎ Extensive knowledge on developing monitoring tools, guideline and plan.
∎ Proficient in KOBO, ODK and other digital data collection tools.
∎ Experience in collecting data through technology platforms.
∎ Competence managing and analyzing large datasets.
∎ Ability to develop well written, cohesive analyses and reports.
