Experience:
Graduate/master’s degree preferably in agriculture or Bachelor of Agriculture Education(B.Ag.Ed) or other relevant disciplines from any reputed university.
Minimum 3–5 years of experience working related to multi-sectoral programs in humanitarian/development context (especially in CBO capacity development, livelihood, skill development, DRR, and social cohesion). Experienced in working collaboratively with Partners, all levels of government, and other local stakeholders. Demonstrated experience in partnership management with National NGOs, INGOs, and agencies.
Technical Expertise, Skills, and Knowledge Essential:
• Sound knowledge of Bangladesh's political, environmental, and social context, livelihood situation, and challenges, especially in the Cox’s Bazar districts.
• Experience in CBO capacity development, livelihood programs, including green skills, market linkage, life skills training, and private sector engagement with refugees or vulnerable communities.
• Experience in designing training modules, tools, and materials for CBO, CSO, CSN, Local NGO capacity development, livelihoods, DRR, and social cohesion.
• Demonstrated skills in community engagement, training facilitation, workshop facilitation, and market linkage development.
• Excellent organizational skills and understanding of basic monitoring and evaluation processes and procedures, and how to support MEL activities and utilize MEL information to improve programming.
• Strong team supervision and leadership capabilities.
• Good knowledge and understanding of Do No Harm principles and other humanitarian standards.
• Comprehensive understanding of the Humanitarian structure of the Rohingya Response, its operating and regulatory environment.

Project Context:
Friends in Village Development Bangladesh (FIVDB) is implementing the Strengthening Inclusive Governance and Adaptive Social Cohesion (SI GA) Project in Teknaf, Cox’s Bazar project supported by Welthungerhilfe (WHH) and BMZ. The project period is from 01 November 2025 to 31 October 2030, and it deliberately follows the HDP (Humanitarian, Development, Peace) Nexus approach to address the complex needs of both Rohingya and host communities. The project is centred on civil society organisation (CSO) strengthening, social cohesion, resilience, gender-responsive development, and the promotion of human rights. By empowering CSOs, SI GA aims to improve peaceful coexistence, enhance cooperation with government institutions, resolve conflicts, and build resilience to climate, security, and protection risks.
The Livelihood & DRR Officer will be responsible for supporting the design and following up with the technical aspects of the project implementation. The key role is to work day-to-day with the Livelihood team, building their capacity in program implementation. S/he will also support the field team to deliver quality projects. S/he will work closely as a part of the team with support from the technical specialist and Project Coordinator. The Livelihood and DRR Officer will also support the design, implementation, and monitoring of livelihood activities, working to ensure quality program delivery.
Key responsibilities include:
Key Area 1: Planning and Programme Implementation
• Contribute to developing DIP through teamwork and with support from the WHH & Project Coordinator’s supervision.
• Assist the Project Coordinator in developing annual and quarterly budgets for livelihood interventions.
• Ensure timely execution of livelihood activities, aligning with donor regulations and FIVDB’s principles, while regularly tracking progress against targets.
• Work closely with FIVDB’s internal departments, including HR, Finance, Admin, and Logistics, to ensure projects are appropriately resourced and project activities are delivered.
• Support to identify livelihood-based CBOs
• Support field-level training for program participants for developing entrepreneurship skills, focusing on green skills.
• Conduct regular follow-up and monitoring to ensure effective and efficient implementation of livelihood interventions, addressing critical issues promptly.
• Support CBOs in mapping risks in communities and implementing relevant strategies to address identified security and climate risks.
• Form Community Resilience Groups to promote cooperation between participating non-profit organizations focusing on disaster risk management and post-disaster response.
• Support project staff in implementing training and capacity-building initiatives for CSOs.
• Provide support for developing and reviewing all the guidelines/manuals required for the smooth operation.
• Support monthly/quarterly review and coordination meetings with the project team.
• Support the creation and updating of procurement plans and distribution schedules for livelihood inputs.
• Contribute to the creation of an inclusive work environment for marginalized populations, including indigenous groups and women - ensuring a gender equitable, women and PWDs-friendly, sensitive work environment.
• Promote a high sense of responsibility and accountability within program and field operations teams.
• Support to ensure timely annual/interim narrative and financial reports as per agreement
• Support the budget review process as per requirement, considering the contextual learnings and new developments.
• Any other tasks assigned by the Supervisor.
Key Area 2: Community Engagement and Capacity Building
• Support the arrangement of community dialogues, advocacy meetings, and awareness sessions on disaster preparedness.
• Conduct regular learning, sharing, and accountability sessions to gather feedback and drive continuous improvement.
• Identify gaps and take initiatives to strengthen staff capacity and build the capacity of local facilitators and volunteers through on-the-job coaching.
Key Area 3: Monitoring, Reporting, and Documentation
• Support to develop a robust Monitoring, Evaluation, Accountability, and Learning (MEAL) plan.
• Produce high-quality, timely event and program reports on program activities with the support of the project team to meet FIVDB and donor requirements.
• Ensure the review and timely dissemination of high-quality, analytical reports.
• Conduct regular field visits to assess program quality and gather beneficiary feedback, and ensure quick response to the feedback as per guidelines.
• Ensure thorough documentation of FIVDB’s project experiences and lessons, including successful impactful stories, supported by photos, videos, and relevant annexes, aligning with donor and FIVDB guidelines.
Key Area 4: Administrative Financial Management
• Assist PC with budget management to ensure efficient utilization of funds as per plan.
• Support in preparing a costed work plan and provide support to revise the budget
• Ensure proper and smooth financial management in compliance with donor policy and standards.
• Ensure monthly monitoring of project budget utilization.
• Ensure all kinds of expenditure and payment from the field in accordance with the activity line, budget, and code.
Key Area 5: Coordination
• Coordinate with Sectoral Structure at camp and Cox’s Bazar level and adapt new development as per sector standards, aligning with project design.
• Collaborate with relevant stakeholders at the camp and host community levels.
• Promote linkages with government, private sector actors, and local markets to enhance livelihood opportunities and support self-reliance opportunities.
• Coordinate with the WDMCs and UDMCs.
• Represent FIVDB with Donor and other relevant agencies at the Teknaf/Cox’s Bazar level.
• Other representation as required.
