Background
The Project “Access to and Utilization of Lifesaving Services by Marginalized Communities in Chittagong Hill Tracts in Bangladesh” seeks to restore and scale up essential nutrition, WASH and livelihood services for the three hill districts — Bandarban, Rangamati and Khagrachari. The project focuses on enhancing community resilience, ensuring that marginalized ethnic and rural populations have equitable access to lifesaving interventions and strengthening local systems for sustainable service delivery. The project period is from February 2026 to September 2026 and Friends In Village Development Bangladesh (FIVDB) will be the Technical Partner for WASH under the leadership of Helen Keller Intl and work closely with implementing partners and government stakeholders to ensure coordinated, high-impact programming across the three CHT districts.
Job Summary:
As the organization’s role of providing technical assistance to the implementing partners in the field of WASH, the Finance Officer will support the financial management of the Project, ensuring compliance with FIVDB and Helen Keller Intl’s financial policies and regulations. Under the supervision of the Manager - WASH and with a functional reporting line to the FIVDB Accounts and Finance team and Helen Keller Intl, the Finance Officer will be responsible for maintaining accurate financial records, processing payments, supporting implementing partner fund management, and assisting with budget tracking and reporting. This position plays a key role in ensuring accountability, transparency, and efficiency in the financial operations of the project.
Key Responsibilities:
Financial Operations:
Process project-related payments, invoices and advances.
Verify financial documents for accuracy, authorization and compliance with FIVDB, Government and donor policies.
Ensure timely payments and maintain organized financial records for audit purposes.
Support monthly cash forecasts and fund requests to ensure uninterrupted fund flow.
Responsible to undertake treasury and payable function of the project.
Prepared bank reconciliation of project bank account every month and submit to supervisor.
Ensure the compliance of donor regulations and organization policy in financial management.
Budget Tracking and Payments:
Support staff and partners on budget utilization and financial reporting requirements.
Monitor expenditures against approved budgets and prepare periodic expenditure summaries.
Provide accurate financial data for budget updates and forecasting.
Financial Reporting
Prepare and submit monthly financial reports on time.
Consolidation of financial data for internal and donor reporting as per requirement.
Assist with audits, reviews and ensure correct application of tax and VAT.
Coordination with Partner:
Support partner in clarifying any budgetary issues related with FIVDB under this sub-award.
Coordinate with FIVDB and Helen Keller Intl finance teams to resolve any financial issues that requires clarification or rectification.
Compliance
Ensure compliance with organizational, donor and Bangladesh government financial regulations.
Ensure updated VAT, Tax, Revenue, and other applicable compliance according to Bangladesh government law and regulations. Ensure to submit VAT report to donor during monthly financial report.
Ensure strong internal controls.
As per the project policy of FIVDB and the budgeted provision of this project.
Salary and other admissible benefits (if any) are inclusive of all taxes as imposed by the government of Bangladesh. Taxes will be deducted at sources as per government rules.
