Since its inception, AVAS has evolved from focusing primarily on women’s and children’s rights and leadership to implementing diverse programs in safe water and sanitation, education, legal aid, reproductive and maternal health, sexual and reproductive health and rights (SRHR), youth health and rights, disaster risk reduction (DRR) and good governance. AVAS is widely recognized for its transparency, accountability and strong community engagement. Adopting an integrated development approach, the organization continues to focus on poverty elimination, health care, legal empowerment, literacy promotion, environmental preservation and youth leadership, ensuring holistic and sustainable community development in southern Bangladesh.
Now AVAS is launching a new initiative in partnership with OXFAM Bangladesh. The project, titled “SHIFT Asia: Supporting Humanitarian Initiatives for Feminist Transformation in Asia," will commence in December 2025 in Barishal Sadar, Barishal.
SHIFT Asia: Supporting Humanitarian Initiatives for Feminist Transformation in Asia Project is funded by OXFAM Bangladesh aiming to Enhanced women local humanitarian leadership and a more gender-transformative humanitarian system in Bangladesh
The project focuses on a robust knowledge hub and collaborative initiative on women's leadership in humanitarian efforts are promoted. Strong collective actions among WLHL platforms to influence humanitarian systems and gender Transformative measures are incorporated in Humanitarian policies and implemented effectively, leading to inclusive humanitarian actions benefiting all groups.
1. Position Summary
The Finance & Admin Officer is responsible for ensuring efficient financial management, administrative support, compliance, and documentation for the SHIFT Asia Project. The role supports activity budgeting, expenditure tracking, procurement, logistics, audit readiness, financial reporting, and adherence to donor and organizational financial procedures. The position also provides administrative support to ensure smooth planning and implementation of meetings, workshops, field activities, and partner coordination.
2. Key Responsibilities
A. Financial Management & Reporting
Prepare annual, quarterly, and monthly budgets in coordination with Project .Coordinator
Maintain accurate financial records, vouchers, receipts, and supporting documents.
Ensure compliance with financial policies, donor requirements, and audit standards.
Track expenditures, update budget vs. expenditure (BvE) regularly, and alert the team on variances.
Prepare monthly and quarterly financial reports, cash forecasts, and fund requests.
Manage petty cash, payment processing, and financial reconciliations.
Support donor audits, internal audits, and financial reviews.
B. Procurement & Logistics
Coordinate procurement processes following organizational and donor procurement policies.
Prepare RFQs, quotation analysis sheets, and procurement documentation.
Maintain inventory records, stock registers, and asset management systems.
Manage logistics for workshops, training, field visits, and travel arrangements.
Facilitate vendor management, contract processing, and invoice verification.
C. Administrative Support
Maintain filing systems, office records, participant lists, MoMs, and administrative documentation.
Provide administrative support for meetings, seminars, events, and capacity-building activities.
Manage office supplies, IT support coordination, and facility management.
Support HR functions including attendance, leave management, travel claims, and timesheets.
D. Compliance & Safeguarding
Ensure financial compliance with organizational PSEA, safeguarding, and code of conduct policies.
Ensure all financial transactions uphold transparency and accountability standards.
