Additional Requirements: - Minimum 3-5 years’ experience in working on Disaster Risk Reduction (DRR) in the humanitarian/development context collaboratively with Partners, all levels of government, and other local stakeholders. Demonstrated experience in partnership management with National NGOs, INGOs, and agencies.
- Technical Expertise, Skills, and Knowledge Essential in -
- Sound knowledge of the Bangladesh political, environmental, and social context, livelihood situation, and challenges, especially in the Cox’s Bazar districts.
- Proven experience in areas such as climate-resilient livelihoods, disaster risk reduction, gender equality, SRHR, child protection, community empowerment, and private sector engagement with vulnerable communities.
- Experience in organizing and facilitating participatory Training, ToT program, workshop, brainstorming sessions, focus group discussions, simulation, seminars, meetings, etc.
- Expert in awareness raising activities like campaign, drama, pot song, fair, exhibition etc.
- Excellent organizational skills and understanding of basic monitoring and evaluation processes and procedures, and how to support MEL activities and utilise MEL information to improve programming.
- Strong team supervision and leadership capabilities.
- Good knowledge and understanding of Do No Harm principles and other humanitarian standards.
- Good understanding of Gender, Gender Based Violence, and prevention.
- Good understanding of child safeguarding and equality for girls.

Responsibilities & Context: Project Context:
Friends in Village Development Bangladesh (FIVDB), in partnership with Plan International Bangladesh and Plan International Australia, is implementing the “Climate-Safe Communities: Strengthening Climate Resilience to End Early Marriage in Bangladesh” project under DFAT’s ANCP program, which aims to strengthen climate resilience and reduce child, early, and forced marriage (CEFM) through gender-transformative approaches. It is targeting five high-risk unions of Chakaria Upazila, Cox’s Bazar, where it will empower adolescent girls, women farmers, and marginalised youth by promoting gender-transformative, climate-resilient livelihoods through education, climate-smart agriculture, disaster preparedness, and community engagement, focusing on food security, climate adaptation, and reproductive rights. The project period is from 01 July 2025 to 30 June 2027, and the role may be regularized after completion of three (3) months probation period.
The DRR Officer will be based in FIVDB’s Field Office in Chakaria Upazila, with frequent travel to target host communities, and will lead field-level work on disaster preparedness, school- and community-based resilience, and inclusive risk reduction. The role will support the formation and operation of school eco-clubs, run peer education and awareness activities, and strengthen Ward and Union Disaster Management Committees (DMCs). His/her key focus will be to make sure that CEFM prevention and SRHR needs are built into preparedness and response systems. S/he will also work to involve girls and young women in local disaster governance and help organise community simulation drills that highlight gender equality and child protection.
Key responsibilities include:
Key Area 1: Planning and Programme Implementation
- Establish and support school eco-clubs with leadership structures and resources for climate action.
- Guide eco-club members in developing and implementing school development plans with climate action projects such as tree plantation, gardening, and small-scale waste management/composting.
- Support eco-clubs to organise an annual Learning Sharing Fair to engage students from non-coverage/working schools to share learnings, awareness etc.
- Facilitate peer education programs where trained youth ambassadors share knowledge on CEFM, SRHR (including teen pregnancy), DRR, and climate change.
- Support the design and facilitation of five union-level emergency simulation drills that embed CEFM prevention, protection checklists, and case management flows.
- Facilitate workshops with WDMCs and UDMCs to develop/refine disaster preparedness and adaptation plans, including loss and damage recording mechanisms and gender-responsive risk mapping.
- Conduct multi-hazard preparedness trainings for UDMCs in coordination with the UNO, covering anticipatory action, SRHR, GBV, and roles/responsibilities as per Govt. Standing Orders on Disaster/SOD.
- Ensure development and use of age-appropriate IEC materials and modules in line with PLAN’s GEMS manual and climate activity cards.
- Analyse implementation challenges and report any inconsistencies and/or gaps to inform adjustments to plans and implementation schedules.
- Ensure timely execution of planned activities while regularly tracking progress against targets.
- Identify, support, and coordinate capacity building activities on key DRR technical areas.
- Participate in meetings, trainings, seminars, and workshops as per the organization's/project needs.
- Ready to work in any natural disaster or emergency situation.
- Assist with the preparation of trends analysis reports and documentation of case studies and promising practices highlighting DRR approaches.
- Work closely with PLAN technical team and FIVDB’s internal departments, including HR, Finance, Admin, and Logistics, to ensure projects are appropriately resourced and project activities are delivered.
- Contribute to the creation of an inclusive and gender-sensitive work environment.
- Anticipate risks (political unrest, GBV, natural disasters) and ensure adaptive response mechanisms are in place.
- Any other tasks assigned by the Supervisor.
Key Area 2: Community Engagement and Capacity Building
- Identify and select target participants in the targeted locations.
- Support community consultation sessions and cluster sessions by lead farmers on climate-smart agriculture techniques.
- Conduct regular project review sessions with community members and stakeholders.
- Identify gaps and take initiatives to strengthen staff capacity through on-the-job coaching.
- Support the creation of a girls’ and young women’s advocacy network, mentoring selected advocates to influence policy discussions at the sub-district and national level.
Key Area 3: Monitoring, Reporting, and Documentation
- Monitor program progress against targets while also sharing the reports with the Project Manager and MEAL officer.
- Produce high-quality event reports.
- Conduct regular field visits to assess program quality and gather beneficiary feedback, and ensure quick response.
- Ensure thorough documentation of FIVDB’s project experiences and lessons, including success stories, supported by photos, videos, and relevant annexes.
- Contribute to monthly, quarterly, and annual project reports.
Key Area 4: Coordination
- Support regular WDMC and UDMC meetings, ensuring meaningful participation of girls and young women in DRR decision-making.
- Collaborate with government departments, Local Government Institutions (LGIs), NGOs, and relevant stakeholders at community levels to ensure DRR-focused activities and impact.
- Engage in and represent FIVDB in relevant platforms and forums related to informing on or advancing early warning systems for at-risk communities.
- Coordinate with local and national policymakers to ensure adoption of project evidence in policy frameworks.
- Other representation as required.
