Experience:

Job Purpose:
The Community Engagement Officer (CEO) is responsible for supporting the design and implementation of high-quality Social and Behavior Change Communication (SBCC) interventions, with a particular focus on Expanded Programme on Immunization (EPI) activities, within the FDMN camps in Cox’s Bazar. The position plays a pivotal role in strengthening community engagement platforms, facilitating two-way communication, and ensuring responsive and accountable feedback mechanisms at the community level. The CEO will coordinate and manage assigned Information and Feedback Centres (IFCs) to ensure the effective delivery of timely, accurate, and culturally appropriate information, while systematically capturing community feedback and concerns. Through the application of evidence based SBCC and Risk Communication and Community Engagement (RCCE) approaches, the role contributes to increased community awareness, trust, acceptance, and uptake of immunization and other priority health, protection, and social behaviors.
The position entails direct supervision of Information Service Providers (ISPs), Routine Immunization Supervisors (RISs), Outreach Workers, and EPI volunteers, as well as technical and mentoring support to community-based structures, including Mother-to-Mother and Father-to-Father Support Groups, religious and community leaders, and Adolescents Radio Listeners Clubs (ARLCs). The CEO will work in close coordination with Camp-in-Charge (CiC) offices, government counterparts, UN agencies, sector partners, and implementing organizations to ensure coherent, harmonized, and effective implementation of project activities.
Scope of the Role:
Geographical Coverage: FDMN Camps, Cox’s Bazar
Internal Coordination: Deputy Program Manager, Capacity Building Officer, M&E Officer, Finance and Administration Officer, ISPs, RISs, Outreach Workers, and relevant project staff
External Coordination: Offices, Government authorities, UN agencies, UH&FPO, INGOs, NGOs, sector coordination bodies, and community stakeholders
Key Areas of Accountability:
1. SBCC, Community Engagement, and Capacity Strengthening:
• Implement community based SBCC interventions in alignment with UNICEF SBC strategies, national policies, and sector guidelines.
• Coordinate and oversee assigned Information and Feedback Centres (IFCs), ensuring quality service delivery and adherence to accountability standards.
• Build and sustain strong, trust-based relationships with community members and key influencers to promote meaningful participation and dialogue.
• Facilitate advocacy meetings, community consultations, trainings, dialogue sessions, group discussions, courtyard meetings, and outreach activities.
• Support behavior change initiatives targeting caregivers, parents, adolescents, religious leaders, and other influential community actors.
• Establish, maintain, and monitor referral mechanisms in line with project protocols and inter-agency standards.
• Ensure inclusive participation of women, adolescents, persons with disabilities, and other vulnerable and marginalized groups.
• Promote Accountability to Affected Populations (AAP) through effective feedback, complaint handling, and community listening mechanisms.
• Provide leadership, supervision, coaching, and mentoring to ISPs, RISs, Outreach Workers, and EPI volunteers.
• Strengthen the capacity of community structures across key thematic areas, including health, nutrition, education, child protection, GBV, protection, and WASH.
• Support orientation, refresher training, and on-the-job coaching for community volunteers and field staff.
2. EPI Support and Demand Generation:
• Support EPI micro-planning, routine immunization activities, and vaccination campaigns in close collaboration with health partners.
• Lead community mobilization initiatives to increase awareness, acceptance, and demand for routine and campaign immunization services.
• Address vaccine hesitancy, rumors, and misinformation through culturally sensitive, evidence-based communication approaches.
• Support defaulter identification, tracking, referral, and follow-up to reduce missed and zero-dose vaccinations.
• Coordinate closely with Community Health Workers (CHWs), volunteers, Majhis, Imams, teachers, and other camp-level leaders.
3. Compliance, Coordination, and Representation:
• Ensure full compliance with organizational policies, donor requirements, safeguarding standards, and Government of Bangladesh regulations.
• Represent the project in camp-level coordination meetings, trainings, workshops, and sector forums, as assigned.
• Promote effective internal coordination, teamwork, and information sharing across departments and project teams.
• Support harmonization and consistency of SBCC and EPI messaging among partners and stakeholders.
4. Monitoring, Documentation, and Reporting:
• Prepare and submit daily, monthly, and periodic narrative and activity reports in a timely and accurate manner.
• Collect, analyze, and synthesize community feedback related to SBCC and EPI interventions for program improvement.
• Maintain accurate records of community sessions, participation, referrals, and key issues raised.
• Ensure timely and accurate data entry into logbooks, INFORM, tablets (ODK), Horizon, and other designated systems.
• Systematically document good practices, lessons learned, challenges, and success stories.
• Contribute to monitoring SBCC indicators and donor reporting requirements.
5. Team Management and Professional Conduct:
• Plan, supervise, and coordinate team activities, ensuring clarity of roles, accountability, and performance standards.
• Support staff development through coaching, mentoring, and capacity strengthening initiatives.
• Contribute to succession planning and the development of a high-performing field team.
• Perform any other duties assigned by the Supervisor in line with organizational and project objectives.
