Job Purpose
The Commissioning Manager is responsible for planning, coordinating, executing, and managing all commissioning, start-up, performance testing, and handover activities associated with a Combined-Cycle Power Plant (CCPP). The role ensures that all systems and subsystems are commissioned safely, efficiently, and in compliance with Bangladesh regulations, international standards, contractual obligations, and company policies. The position plays a critical role in achieving safe plant start-up, operational readiness, reliability, and successful transfer to Operations.

Key Responsibilities
Commissioning Planning and Management
Develop and implement the overall commissioning strategy, execution plan, schedules, and resource requirements.
Establish commissioning procedures, protocols, work packs, and system completion processes.
Coordinate commissioning activities across Mechanical, Electrical, Instrumentation & Control (I&C), and Process disciplines.
Ensure alignment between construction completion, pre-commissioning, commissioning, start-up, and operational readiness activities.
Lead commissioning readiness reviews and ensure all prerequisites are achieved before system energization and start-up.
Technical Leadership
Manage commissioning of:
Gas Turbine Generators (GTG)
Heat Recovery Steam Generators (HRSG)
Steam Turbine Generators (STG)
Balance of Plant (BoP) systems
Water treatment facilities
Fuel gas systems
Electrical substations and transmission interfaces
Distributed Control Systems (DCS)
Safety Instrumented Systems (SIS)
Review vendor commissioning procedures and ensure compliance with project requirements.
Lead troubleshooting and resolution of commissioning-related technical issues.
Coordinate with Original Equipment Manufacturers (OEMs), contractors, consultants, and plant stakeholders.
Safety, Health and Environment (HSE)
Promote and maintain a strong safety culture throughout commissioning activities.
Ensure all commissioning activities comply with Bangladesh Labour Act, Bangladesh Environment Conservation Rules, and applicable occupational health and safety requirements.
Implement Permit-to-Work (PTW), Lockout/Tagout (LOTO), isolation, and energization procedures.
Lead commissioning risk assessments, Job Safety Analyses (JSA), and hazard identification activities.
Ensure environmental compliance during start-up and testing activities.
Quality and Compliance
Verify commissioning activities comply with:
Bangladesh Energy Regulatory Commission (BERC) requirements
Bangladesh Electricity Act and associated regulations
EPC contract requirements
OEM specifications
International standards including ISO, IEC, ASME, API, NFPA, and IEEE where applicable
Ensure proper completion and certification of commissioning records and documentation.
Manage punch-list closure and system turnover processes.
Performance Testing and Handover
Lead plant performance testing and reliability runs.
Validate plant output, efficiency, emissions, and availability guarantees.
Coordinate contractual acceptance tests with clients, consultants, and regulatory authorities.
Ensure complete documentation for final handover to Operations.
Support development of operating procedures and maintenance strategies.
Stakeholder Management
Interface with project management teams, plant operations, regulatory authorities, EPC contractors, and OEM representatives.
Participate in progress meetings and provide commissioning status reports.
Maintain effective communication with government agencies and local authorities as required.
Team Leadership
Lead multidisciplinary commissioning teams and contractors.
Provide coaching, mentoring, and technical guidance to commissioning personnel.
Manage workforce planning, performance, and competency development.
Foster a culture of collaboration, accountability, and continuous improvement.
