Experience:
BSc in Civil Engineering from any UGC approved recognized institution.

Job Purpose:
This position is responsible for the design, drawing, BoQ preparation, implementation, supervision, and monitoring of construction, repair, maintenance, and site development/improvement activities under the BRAC DRR project of HCMP, including day-to-day supervision of Senior Technical Officers, Field Assistants, and CFW workforce in the assigned working areas approximately 80% field-based and 20% office-based. The role reports to the Technical Specialist DRR for execution of duties, in close collaboration with relevant sectors and stakeholders.
Key Responsibilities:
Prepare and develop Design, Drawing, and BoQ for DRR schemes including slope stabilisation, drain construction, HBB & BFS roads, wooden/bamboo bridges, and related infrastructure
Implement structural and mitigation-related activities (service facility repair/maintenance/reconstruction, HBB/BFS roads, culverts, bamboo bridges, terracing, slope protection schemes, guide/protection walls, etc.) across selected camps and host communities
Hold overall technical responsibility for the quality of schemes implemented across the camps of Ukhiya and Teknaf upazilas
Provide engineering support in line with project management procedures, applying best practices, standards, and innovative technologies that comply with BRAC and donor requirements
Undertake concept, preliminary, and detailed designs including drawings, masterplans, design calculations, cost estimation, and technical specifications
Lead procurement processes for construction materials and services: raise Purchase Requisitions (PR), verify received goods against PR/PO specifications and quantities, and coordinate with Procurement and Logistics to ensure timely material delivery to site
Establish and implement the project's QA/QC plan — inspecting materials, conducting tests, undertaking direct site supervision and work inspections, and ensuring workmanship complies with specifications and relevant national/international design standards
Establish a Health, Safety and Environment (HSE) plan in line with BRAC and donor guidelines and other applicable international standards
Undertake technical and feasibility studies, including site investigations
Ensure projects are completed within budget and on schedule
Liaise with project stakeholders to confirm status of project elements and their level of input; maintain close coordination with WFP Engineering and Site Management/Site Development (SMS/SD) Engineering staff as required
Participate in the assessment of new scope of work
Report key project progress with relevant project data
Establish, develop, and manage the implementation team, including day-to-day supervision of STOs, and conduct their performance evaluation
Prepare project handover documents, including as-built drawings and as-built BoQ with material and workforce records, ensuring proper project close-out
Maintain effective, timely communication with the Technical Specialist – DRR on progress, so challenges are identified and resolved promptly
Ensure effective and efficient use of resources
Ensure the safety of Programme Participants, people who come into contact with the organisation and team members from any harm, abuse, neglect, harassment and exploitation including sexual exploitation and abuse (SEA) to achieve the programme's goals of safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment
Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action
Follow the safeguarding reporting procedure in case any reportable incident takes place and encourage others to do so.
