Additional Requirements:
  • Bachelor's/Master’s degree in social work, psychology, social sciences, or related field.

  • At least 3-5 years working in a humanitarian context - experience working with refugees or IDPs is preferable.

  • Good knowledge and understanding of humanitarian principles and established international child protection minimum standards.

  • Experience in implementing programs focusing on: working with vulnerable children, social work/case management with children and families, working with child survivors of violence, children outside of parental care, psychosocial support, etc.

  • Desirable- Well-developed written and oral communication skills.

  • Directly communicate effectively with other Caseworkers, service providers, and relevant focal points as part of conducting individual case management and coordination of care.

  • Regularly attend case management meetings, including case conferences, at the field level.

  • Ability to work independently and as a team player; in coordination with volunteers and proven experience in working with disaster-affected communities in a sensitive and participatory manner.

  • Ability to operate effectively under extreme circumstances, including stress, high security risks, and harsh living conditions. Works and lives with a flexible, adaptable, and resilient manner.

  • Demonstrates awareness and sensitivity to gender and diversity.

  • Have experience and the ability to live and work in diverse cultural contexts in a culturally appropriate manner. Has a capacity to make accurate self-assessment, particularly in high-stress and high-security contexts.

Responsibilities & Context:

Project Context:

Friends in Village Development Bangladesh (FIVDB) is going to implement the Centrality of Protection In Protracted Crises (CPPC) with Rohingya community under its Humanitarian Response Program, Cox’s Bazar, with the support of Plan International Bangladesh and DFAT-AHP.

The duration of the project is 11 Months from January 2026 (to be extended subject to the provision of project extension afterward). This position is based in Teknaf and involves extensive field activities across various refugee camps and host communities to ensure effective project implementation. The job may be regularized after completion of 3 months of services under FIVDB’s pay scale, rules, and regulations.

Job Responsibilities:

The Case Management Officer will deliver Case Management services in a timely and appropriate (quality and scale) manner to child survivors of and children at risk of abuse, violence, exploitation, and neglect. Case Management Officers should work with Community Volunteers and provide them with capacity building, as part of a team with support from the technical coordinator and project coordinator.

Key Responsibilities:

Key Area 1: Ensure quality implementation of the CM component of the CP Response part

- In collaboration with the Case Management Coordinator and other Caseworkers, implement Case Management in accordance with Standard Operating Procedures at the Cox’s Bazar level, and the Inter-agency Guidelines on Case Management and Child Protection, as well as the inter-agency CM Tools and Flow Chart.

- Disseminate information; provide support and advocacy to individuals and families.

- Identify and register cases, conduct Rapid and Comprehensive Assessments of children in need/at risk, prepare and implement case plans, make referrals to relevant services, follow up and close cases when appropriate. Organize case conferences with other actors when needed.

- Maintain the case management database and record cases accurately and properly in the Information Management System.

- Contribute to regular updates of service mapping, liaise with other internal/external services, agencies through the referral pathway, and coordinate cases within the framework of inter-agency cooperation.

- Participate in team meetings, weekly one-to-one supervision with the Coordinator.

- Collaborate with the FTR team, ensure that referrals are clearly documented and that services are provided to Unaccompanied and Separated Children and Orphaned Children.

- Ensure activities are completed within time and report any concerns to the Project Coordinator.

- Provide regular updates to the Coordinator on the progress of the implementation, challenges faced, and additional support needed.

- Participate in training offered by Plan International and at the Inter-Agency level.

Key Area 2: Staff Capacity Building & Supervision

- Support in design and facilitation of capacity development activities/training for volunteers in the areas of CM guiding principles, identification, registration, case planning, referrals, follow-up, and case closure, communicating with children, identification of signs of abuse, working with community structures, providing psychological first aid, etc.

- Provide on-the-job coaching and support to the volunteers.

- Conduct regular field visits and provide technical and operational support to the Case Workers/Volunteers

- Ensure Case Workers/Volunteers’ understanding of Child Safeguarding policy and report any concerns.

- Leading and scheduling weekly/fortnightly/monthly meetings with the CM team, discussing the achievements, challenges, and planning for the next week's activities.

Key Area 3: Coordination

- Work closely with relevant local authorities, community leaders, and other relevant key stakeholders such as local NGOs, community-based organizations in the implementation of the Child Protection project in Camps.

- Work with volunteers and partners to check how the project is helping children, especially those facing serious risks like abuse (GBV), being separated from parents (UASC), or living with disabilities (CWD).

- Work alongside staff and stakeholders to monitor how the CP program supports children and youth. Ensure high-quality care for high-risk cases, such as UASC, CWD, and those out of school, by directly engaging with children to understand and meet their actual needs.

- Coordinate with other teams (like Health or Education) to make sure different services work together for the children.

- Coordinate with Logistics on procurement CM supplies, distribution, documentation, and reporting.

Key Area 4: Monitoring, Evaluation, Accountability, and Quality

- Work with the MEAL team and Project Coordinator to implement M&E systems at the work site, ensuring all tools are used correctly.

- Implement M&E systems in the project site s/he is responsible for, and ensure that the agreed tools are used properly.

- Monitor child protection activities on-site to maintain program standards; immediately report any concerns to the CPC.

- Perform quality and outcome evaluations and share the results with the Project Coordinator.

- Partner with the CRM team to establish accountability mechanisms, ensuring feedback from children and families is used to improve project design.

Ensures that FIVDB and Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in accordance with the principles and requirements of the policy, including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and FIVDB and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures
