Experience:
Strong working knowledge of the Bangladesh Boiler Act/Rules, Electricity Act, Environment Conservation Rules, and DIFE requirements.
Sound understanding of preventive maintenance planning and utility safety standards.
Analytical mindset for energy efficiency, cost control, and downtime reduction.
Utility Operations Management
Oversee daily operation of boilers, generators, compressors, chillers, HVAC, and electrical substations to ensure uninterrupted supply to production and support functions.
Plan and manage power load distribution, backup power arrangements, and fuel/gas supply to avoid production downtime.
Manage the Effluent Treatment Plant (ETP) and ensure treated discharge consistently meets Department of Environment (DoE) standards.
Oversee water supply, deep tube well operations, and water treatment systems for production and utility use.
Maintenance & Reliability
Develop and implement preventive and predictive maintenance schedules for all utility equipment to minimize breakdowns.
Lead root-cause analysis and corrective action for utility equipment failures; minimize mean time to repair (MTTR).
Maintain spare parts inventory and coordinate with Procurement for timely availability of critical utility spares.
Maintain accurate logs, maintenance records, and equipment history for all utility assets.
Compliance & Safety
Ensure all utility installations (boiler, pressure vessels, electrical systems, ETP) comply with Bangladesh Boiler Act/Rules, Electricity Act, Environment Conservation Rules, and DIFE/DoE requirements.
Maintain valid licenses, certifications, and statutory inspections for boilers, generators, lifts, and electrical installations.
Enforce safety protocols (lock-out/tag-out, PPE, permit-to-work) for all utility operations and high-risk maintenance activities.
Coordinate utility-related documentation and readiness for buyer compliance audits (social, technical, environmental).
Energy & Cost Efficiency
Monitor utility consumption (electricity, gas, water, fuel) and drive energy-saving and cost-reduction initiatives.
Prepare and manage the utility department's operating and capital budget; track variance and optimize spend.
Evaluate and recommend investments in energy-efficient or alternative utility technologies (e.g., solar, waste heat recovery).
Team Leadership & Coordination
Lead, train, and supervise utility operators and technicians (boiler, generator, ETP, electrical) ensuring adequate shift coverage.
Coordinate with Production, Maintenance, and HSE teams to align utility capacity with production planning and safety requirements.
Provide utility performance reports and downtime analysis to factory and corporate management.
