Job Context:
∎ Location: Dhaka with regular visits to relevant field locations
∎ Duration: Initial contract for one year, based on performance the contract will be extended up to July 2022

∎ Purpose of the Job:
∎ The Team Leader is responsible for professional state-of-the-art project implementation in accordance with the approved plan and budget, the vision, mission and regulations of Swisscontact achieving utmost client satisfaction. Within the framework of his duty, the Team Leader bears full responsibility towards Swisscontact for all actions taken. The Team Leader decides and takes necessary steps for achieving project objectives in compliance with Swisscontact`s policy and procedures and the approved project document by the donor.

Job Responsibilities:
∎ Implementation & Stakeholder Management:
∎ Establish and maintain structures and instruments for planning, implementation, monitoring and evaluation;
∎ Ensure that all planning and reporting documents are submitted to donor on time with sufficient quality;
∎ Ensure the project activities are implemented effectively and that necessary and informed course corrections are made to achieve the project's outcomes;
∎ Prepare and conduct donor coordination meetings regularly;
∎ Establish and maintain operational and administrative procedures to manage the project;
∎ Manage project administration according to Swisscontact and project internal regulations and procedures;
∎ Represent the project outside, specifically to partner organizations, government institutions, private sector, national and international development agencies, regarding all matters of the project and Swisscontact's interests;
∎ Maintain effective working relationship with the donor by providing timely information on all project relevant matters according to agreed procedures;
∎ Participate and represent the project and Swisscontact in national and international meetings, seminars, committees, work groups, etc. which deal with the advancement of skills development in general and Bangladesh specifically.
∎ Establish and maintain liaison with relevant government bodies, private partners, and other stakeholders of the project
∎ Staff Management and Capacity Building:
∎ Assure coherent team structure with staff from diverse background and skills set for effective implementation of the project activities;
∎ Mentor and coach staff to build their capacities on various technical and management issues pertinent to the project;
∎ Create a learning environment within the project team and develop and implement a structured staff capacity development plan.
∎ Financial Management:
∎ Establish and maintain operational and administrative procedures in line with Swisscontact corporate and country manual to manage the project;
∎ Ensure that yearly budgets for the overall project is developed and approved on time, quarterly budget forecasts are made and updated based on quarterly progress;
∎ Ensure the resources are spent effectively, transparently and according to the approved budget;
∎ Ensure that agreed accounting standards and procedures are followed;
∎ Maintain financial controlling instruments (monitoring and reporting) according to Swisscontact Internal Control System;
∎ Ensure that all financial reports to the donor and the GoB is accurate and submitted timely;
∎ Ensure that all expenditures are made in compliance with Bangladesh's applicable laws.
∎ Innovation and Knowledge Management:
∎ Innovative development of the program by the development of new products that can be replicated within the region;
∎ Capitalize the project lessons and produce knowledge products which capture project learning;
∎ Contribution to overall knowledge management of Swisscontact and actively participate in Skills Development Community of Practice within Swisscontact.
Additional Requirements:
∎ Minimum 10 years of relevant and progressive professional project management experience, and at least 3 years of experience at the senior management and leadership role for managing skills development initiatives;
∎ Proven experience of large-scale project budget preparation and management is mandatory;
∎ Good understanding of donors' working principles and methods will be valuable;
∎ Understanding of Project Results Measurement System is mandatory and understanding of DCED result measurement system will be valuable;
∎ Working knowledge on operational and financial management of project under NGOAB will be valuable;
∎ Ability to manage working relationship with diverse public and private stakeholder is mandatory;
∎ Previous experience of managing donor relationship and understanding GoB reporting requirement will be highly valuable;
∎ Proven experience of managing team with diverse skills set;
∎ Proficient written and oral communication skills in English;
∎ Sound experience in MS Office especially Word, Excel, PowerPoint and Outlook is mandatory;
∎ Demonstration of awareness and sensitivity to gender and diversity is mandatory.
