  • Minimum 10 years of progressive professional experience in similar role(s), preferably in NGO/INGO/Projects that apply Donor Committee for Enterprise Development (DCED) standards or OCED Development Assistance Committee (DAC) criteria for project review and/or apply Inclusive Systems.

  • Understanding on Inclusive Systems Development (ISD) approach.

  • Excellent working knowledge of computer applications such as MS Office (Excel, Word, Outlook, Power Point).

  • Ensuring quality and timely aggregating impact and outreach as per the log-frame targets.

  • Managing field-based monitoring and evaluation officers and ensuring periodic feedback.

  • Ability to manage working relationships with diverse public and private stakeholders is mandatory.

  • Excellent analytical, negotiation, decision-making and problem- skills.

  • Results-orientated and strong research and reporting skills.

  • Experience in leading strategic and operational planning, budgeting, and monitoring.

  • Experience of working with local, national NGOs and INGOs will be an advantage.

  • Exercise responsible and ethical decision-making regarding funds, resources and conduct and adhere to Code of Conducts of Helvetas & Swisscontact and related policies and procedures.

Responsibilities & Context:

Swisscontact was established in 1959 as an independent foundation by notable figures from the worlds of commerce and science in Switzerland. It is exclusively involved in international development co-operation and has carried out its own and mandated projects since 1961. Based in Zurich, Swisscontact currently employs over 1,200 staff worldwide and manages projects in 41 countries on behalf of public and private donors.

The CALL Programme (Climate Action at Local Level) is a consortium-led initiative, co-led by Helvetas and Swisscontact, involving nine Swiss NGOs. The programme aims to empower local communities to lead climate-resilient development through locally driven actions. Focusing on knowledge management, governance, and inclusive adaptation, it strengthens local capacities in climate-smart water access, disaster risk reduction, and community-based climate governance. The Programme Management Unit (PMU) ensures the alignment of project implementation with donor requirements, manages partnerships, and monitors results across consortium partners.

Location : Dhaka, with regular travel to relevant field locations

Purpose of the Job

The purpose of this role is to support effective project implementation by leading monitoring, evaluation, reporting, and knowledge management across the consortium. The position ensures evidence-based decision-making, compliance with donor requirements, and timely analysis and communication of project results, while also promoting cross-learning and mainstreaming key thematic areas such as gender, governance, DRR, and conflict sensitivity.

Essential Functions and Responsibilities

  • Support the Team Leaders or the Programme Director in implementing the projects in line with the plan and donor requirements.

  • Contribute to planning, budgeting, and process setup.

  • Lead the monitoring, evaluation, and reporting functions, coordinating closely with consortium partner NGOs and Global Office staff.

  • Ensure knowledge harvesting and capture of best practices from consortium partners.

  • Develop and operationalise the log frame, monitoring, and results measurement plan with consortium partners.

  • Establish reporting formats and a framework for aggregating quantitative results from project components of the consortium.

  • Analyse results and present progress to stakeholders (donors, government, etc.) within the agreed timelines and formats, with a focus on outcomes.

  • Develop a knowledge management process to capture key evidence and lessons learned from project components.

  • Support to ensure gender, governance, Disaster Risk Reduction (DRR), and Conflict Sensitive Project Management are mainstreamed throughout the projects.

  • Facilitate the organisation of knowledge exchange workshops, global learning events, and exposure visits across consortium projects to promote cross-learning.

  • Perform any other duty(s) in line with the roles and responsibilities provided, as/when assigned by the Programme Director.

Physical Demand

  • Field visits play a pivotal part in the incumbent’s activities; as such, it is expected that the incumbent is willing and able to take part in such activities, as needed and sometimes under short notice.
