The Red Cross-Red Crescent Movement is the largest volunteer organization in the world. Bangladesh Red Crescent Society (BDRCS), a national society of the Movement, constituted on 31 March 1973 by the President's Order No. 26 of 1973 with retrospective effect from 16 December 1971, is the biggest humanitarian organization in the country. As an auxiliary to the government in terms of providing the humanitarian assistance, BDRCS has been working to prevent and alleviate human suffering through rendering humanitarian services in partnership with local authorities and communities across all the districts of Bangladesh through its 68 branches and dedicated network of volunteers, in line with the international humanitarian standards and adhering to the seven Fundamental Principles of the Red Cross Red Crescent Movement.

Duty Station: BDRCS at NHQ, Dhaka with field visit in project areas.
Job Purpose:
The Senior PMER Officer will work directly with the PMER team for developing and maintaining an effective planning, monitoring, evaluation, and reporting system in BDRCS-Youth Development Programs. S/he is responsible for linking the Youth & Volunteers Department with other relevant Departments and branch offices within BDRCS, as well as external relevant stakeholders.
Job Description / Responsibility:
Planning
Extend adequate support in planning and designing of existing and upcoming programs/projects of Y&V department from M&E and research perspectives.
Lead in conducting mapping & assessment and contribute to developing and/or updating contextual analysis and framework of the Programme through providing coherence information and data.
Conducting prospective research; preparing and refining proposals, working closely with department staff to achieve the appropriate presentation of program.
Provide technical guidance to department teams for planning the design and other data requirements to support programme analysis, the development and use of monitoring tools and instruments (e.g., objective/target setting, monitoring formats, etc.)
Monitoring
Ensure necessary technical support to the Department Programs, Projects and Units for systematic M&E as the M&E plans
Develop participatory monitoring & evaluation tools and facilitate mentoring sessions for the Departments and Units.
Develop M&E plan, result based planning (framework), indicators and tools for different type of departmental programs and projects and track and update the report on indicators to the program heads and donors in a timely manner;
Provide technical support to Programme Staff for practicing and implementing result-based system.
Support to capacity-building of Programme staff and volunteers on M&E tools and analysis, reporting, data management, data analysis, basic surveying and sampling techniques.
Assist in the development of a simple data management system for the youth co-curriculum activities and projects, and input the data into the BDRCS MIS system, as well as perform information management activities such as database maintenance on key information.
Design and implement monitoring tools and mechanisms to record progress of all branches and project activities
Formulate standard guidelines, tools, framework and templates for conducting monitoring and evaluation activities of Y&V Department.
Undertake monitoring visit to branches and programme areas to assess progress against agreed M&E plan and recommend corrective actions as appropriate.
Evaluation
Design and conduct surveys, midterm/periodic evaluation, reviews and studies in Programme.
Provide technical support to external consultant hiring and for conducting baseline/midline/end line evaluation/impact study of projects/programs of BDRCS (as and when required).
Gathering the best practices and lesson learned and dissemination.
Ensure compliance with organizational policies and donor requirements regarding monitoring and evaluation.
Reporting and Coordination
Work in a team with Y&V Department along with BDRCS PMER team to establish standard system for collecting and responding to concerns and feedback from communities and other relevant stakeholders.
Ensure the coordination among relevant departments, branches and Partner National Societies, IFRC for timely preparation, and submission of reports (Monthly, Quarterly Progress Report, Annual report, IIT, Programme update etc.)
Prepare report to donors in collaboration with department programme/ project staff ensuring compliance with individual grant requirements.
Contribute to wide Programme learning by preparing and disseminating lessons learned, good practices and evidence provided by branches through information bulletins, operations updates and revisions, programme updates, annual reports and quarterly reports and ensure the standard framework, formats and guidelines are adhered to and followed.
Closely work with PMER Cell for PMER system development initiatives / interventions in BDRCS under guidance of PMER Section of P&D Department.
Support in strengthening PMER capacity of relevant staff and volunteers through facilitating training and orientations at NHQ and branch level.
Perform any other work-related duties and responsibilities that may be assigned by the line manager/Director.
Ensure effective working relationships with all BDRCS departments including support services at NHQ and field levels.
Salary Range: BDT- 80,000.00 ( Consolidated per month)
