Educational Requirements:

Job Context:
∎ Location: Dhaka with regular (up to 50% time) visits to Bogra (PIU) and field locations
∎ Duration: Initial contract for 1 year, based on performance, the contract will be extended till December 2023
∎ Reports To: Country Director Bangladesh

Job Responsibilities:
∎ Implementation & Stakeholder Management

∎ Establish and maintain structures and instruments for planning, implementation, monitoring and evaluation of project outputs and outcomes;
∎ Ensure the project's outcomes are achieved through effective implementation of activities based on necessary and informed course corrections;
∎ Manage project administration according to Swisscontact and project's internal regulations and procedures;
∎ Ensure that all planning and reporting documents are submitted to donor and GoB on time with sufficient quality;
∎ Lead the donor coordination, the secretarial functions for project steering committee meetings regularly;
∎ Represent the project outside, specifically to partner organizations, government institutions, private sector, national and international development agencies, regarding all matters of the project and Swisscontact's interests;
∎ Maintain effective working relationship with the donor, RDA, RDCD and other relevant GoB agencies by providing timely information on all project relevant matters according to agreed procedures;
∎ Participate and represent the project and Swisscontact in relevant national and international meetings, seminars, committees, work groups, etc.;
∎ Establish and maintain liaison with private partners, civil society organisations and other stakeholders of the project.
∎ Staff Management and Capacity Building

∎ Build and maintain a high performing team with staff from diverse background and skill sets for achieving the project's outcome;
∎ Mentor and coach staff to build their capacities on various technical and management issues pertinent to the project;
∎ Create and maintain learning environment within the project team and develop and implement a structured staff capacity development plan.
∎ Innovation and Knowledge Management

∎ Develop innovative processes and business models for better integration of char dwellers in the mainstream economy and achievement of project outcomes;
∎ Analyse, curate and capture the project lessons and produce knowledge products and proactively share the knowledge within and outside Swissocontact;
∎ Use knowledge products to contribute to the policy discussion on chars' development in Bangladesh
∎ Contribute to overall knowledge management of Swisscontact and actively participate in Community of Practice within Swisscontact.
∎ Financial Management

∎ Establish and maintain operational and administrative procedures in line with Swisscontact corporate and country manual to manage the project;
∎ Ensure that yearly plan of operation for the overall project is developed and approval is secured from donor on time, quarterly budget forecasts are made and updated based on quarterly progress;
∎ Ensure the resources are spent effectively, transparently and according to the approved budget;
∎ Ensure that agreed accounting standards and procedures are followed;
∎ Maintain financial controlling instruments (monitoring and reporting) according to Swisscontact Internal Control System;
∎ Ensure that all financial reports to the donor and the GoB is accurate and submitted timely;
∎ Ensure that all expenditures are made in compliance with Bangladesh's applicable laws.

Additional Requirements:
∎ Minimum 10 years of progressive professional project management experience, and at least 3 years of experience at the senior management and leadership role for managing complex and innovative development initiatives following market systems development approach preferably in agricultural sector;
∎ Proven experience of large-scale project budget preparation and management;
∎ Understanding of poverty and vulnerability issues in Bangladesh and familiarity with the stakeholders in agri-business sector in Bangladesh;
∎ Experience of working with public institutions for improving public service delivery;
∎ Demonstration of awareness and sensitivity to gender and diversity;
∎ Good understanding of donors' working principles and methods, experience of managing SDC funded projects will be valuable;
∎ Understanding of Project Results Measurement System and understanding of DCED result measurement system will be valuable;
∎ Working knowledge on operational and financial management of project under TAPP of GoB;
∎ Ability to manage working relationship with diverse public and private stakeholder is mandatory;
∎ Previous experience of managing donor relationship especially with SDC and understanding GoB reporting requirement will be highly valuable;
∎ Proven experience of managing team with diverse skills set;
∎ Proficient written and oral communication skills in English;
∎ Full proficiency in MS Office especially Word, Excel, PowerPoint and Outlook are mandatory;
