Experience:
Bachelor’s degree in civil engineering.
Professional certification or registration is an advantage.
Minimum 3 years of experience in construction, shelter, or infrastructure projects.
Experience in humanitarian or emergency settings is strongly preferred.
Experience in refugee camps or low-resource environments is an asset.
Strong technical knowledge in construction and site supervision.
Ability to read and interpret technical drawings and BOQs.
Project planning, budgeting, and cost estimation skills.
Knowledge of construction safety standards and quality control.
Strong problem-solving and decision-making ability.
Good coordination and team management skills.

Job Summary: The Project Officer (Site Engineer) is responsible for planning, supervising, and implementing shelter and site development activities under the UNOCHA-funded project in Teknaf, Cox’s Bazar. The role includes overseeing shelter repairs, site improvement works, distribution of shelter repair kits and solar lighting units, conducting technical assessments, and ensuring all activities meet quality, safety, donor, and organizational standards.

HOW YOU WILL MAKE A DIFFERENCE
Objective 1: Leading on project management and implementation in the field
Lead and coordinate the planning and implementation of project activities in Camp 21, ensuring the timely and quality delivery of shelter repair, site development, solar assistance, and other project interventions.
Develop, monitor, and update work plans, implementation schedules, and activity tracking tools to ensure project targets and milestones are achieved efficiently.
Ensure compliance with donor requirements, technical standards, organizational policies, and humanitarian principles, while addressing implementation challenges and taking corrective actions to achieve project objectives.
Objective 2: Maintain coordination and representational needs in the field settings
Serve as the primary field focal point for project implementation, coordination, and communication with relevant stakeholders.
Maintain effective coordination with Camp-in-Charge (CiC) authorities, sector partners, local authorities, community representatives, and other stakeholders to support smooth project implementation.
Represent the organization in sector, camp-level, and coordination meetings, and collaborate with humanitarian actors to promote complementarity and avoid duplication of efforts.
Build and maintain positive working relationships with beneficiaries, community leaders, and stakeholders to ensure effective engagement and project success.
Objective 3: Team supervision and management, oversee performance, and accurate reporting
Supervise and support project staff to ensure effective implementation of activities.
Conduct work planning, progress reviews, and provide technical and operational guidance.
Promote teamwork and ensure compliance with organizational policies, safeguarding, and the Code of Conduct.
Objective 4: Maintaining monitoring, reporting and documentation for the project
Monitor project progress against work plans, targets, and key indicators to ensure timely achievement of results.
Prepare and submit quality reports, activity records, and project documentation on time.
Ensure compliance with humanitarian principles, safeguarding requirements, and organizational policies.
Maintain accurate project records and support data collection, analysis, reporting, and documentation of lessons learned.
Objective 5: Ensuring financial and resource management in the project
Support budget monitoring and ensure efficient use of project resources and funds.
Monitor project expenditures and implementation progress against approved budgets and plans.
Ensure proper management and utilization of project assets, materials, and resources.
Support procurement, logistics, risk mitigation, and compliance with organizational financial and administrative procedures.
Objective 6: To ensure employees adhere to ethical standards, organizational policies, and legal requirements while maintaining integrity and professional conduct at all times
Use organizational technology, systems, and resources solely for official and professional purposes.
Comply with all organizational policies, including the Code of Conduct, PSEA, Safeguarding, Conflict of Interest, and Fraud Prevention policies, acknowledging that violations may result in disciplinary action.

Objective 7: Ensure the implementation of Qatar Charity’s safeguarding standards, including PSEA and GBV prevention, across all project activities to maintain a safe and accountable environment
Ensure compliance with safeguarding, PSEA, GBV, and child protection policies throughout project implementation.
Maintain confidential reporting mechanisms and ensure timely response to safeguarding concerns.
Integrate safeguarding measures and risk mitigation strategies into all project activities and assessments.
