Experience:
Bachelor's degree in Monitoring and Evaluation, Statistics, Development Studies, Economics, Social Sciences, Public Administration, and Information Management.
Training in reporting, information management, monitoring and evaluation is an advantage.
• Minimum 3 years of experience in monitoring, reporting, data management, documentation or related roles.
• Experience in NGOs, humanitarian organizations, or development projects is preferred.
Skills:
• Familiarity with humanitarian monitoring frameworks, donor reporting requirements, and accountability standards.
• Experience in refugee, displacement, or humanitarian response settings, particularly in Cox's Bazar.
• Knowledge of Sphere Standards, Accountability to Affected Populations (AAP), and protection-sensitive monitoring approaches.
• Experience producing beneficiary statistics and project results disaggregated by sex, age, disability, and other vulnerability criteria.
• Working knowledge of data visualization and reporting tools such as Power BI, Tableau, or similar applications is an advantage.
Summary: The Monitoring and Reporting Officer will be responsible for overseeing routine project monitoring, data collection, verification, analysis, and reporting to support effective project implementation and accountability. Based in Teknaf, Cox's Bazar, and covering Camp 21, the position conducts regular field monitoring, post-distribution monitoring (PDM), endline assessments, beneficiary verification, and data quality checks to ensure project activities are implemented in accordance with approved plans and targets.

Contract Duration: 6 Months (No Extension)
GENERAL RESPONSIBILITIES:
Objective 1: Support monitoring, reporting, and donor accountability.
• Coordinate with project teams to collect timely updates, statistics, achievements, and lessons learned.
• Support preparation of donor reports by providing reports, evidence, visuals, and success stories.
• Track communication, reporting, and visibility indicators and maintain related records.
• Support monitoring visits, assessments, surveys, and data verification processes when required.
• Ensure information products accurately reflect project performance and impact.
• Ensure informed consent is obtained for photographs, videos, interviews, testimonials, and other communication products.
• Protect the dignity, privacy, confidentiality, and rights of beneficiaries in all communication activities.
• Ensure compliance with donor visibility requirements, humanitarian principles, and organizational policies.
• Ensure all communication materials are accurate, respectful, inclusive, and non-exploitative.
Objective 2: Manage reporting, information, and knowledge management systems.
• Prepare periodic narrative reports, project updates, factsheets, and communication summaries.
• Collect, verify, consolidate, and analyze project information, achievements, indicators, and supporting evidence.
• Maintain organized databases and archives of reports, assessments, photos, videos, and communication products.
• Develop dashboards, visual summaries, presentations, and information products to support management and donor reporting.
• Prepare success stories, case studies, field reports, testimonials, and human-interest stories.
• Ensure accurate labelling and categorization of all assets, activity descriptions, dates, and locations.
• Maintain a comprehensive archive of project documentation and communication materials.
Objective 3: Ensure data management, beneficiary verification and quality assurance
• Collect, compile, clean, verify, and maintain project data in an accurate and timely manner.
• Ensure the quality, completeness, consistency, and reliability of monitoring data and beneficiary information.
• Maintain databases and information management systems required for project monitoring and reporting.
• Conduct data verification exercises and beneficiary validation checks to ensure the accuracy of records and reported results.
• Ensure all project data is properly archived and accessible for audits, reviews, evaluations, and donor monitoring visits.
• Maintain accurate records of beneficiaries reached by project interventions.
• Record and report beneficiary information disaggregated by sex, age, disability, and other relevant vulnerability criteria.
• Verify beneficiary receipt of assistance through documentation reviews, interviews, field observations, and monitoring visits.
• Monitor beneficiary registration, attendance, distribution records, and other project documentation to ensure accountability and transparency.
• Support the identification and resolution of discrepancies related to beneficiary records and assistance tracking.
Objective 4: Coordination, capacity building and prevention of fraud and corruption
• Coordinate with project staff and relevant stakeholders to facilitate monitoring, data collection, and reporting activities.
• Support staff and enumerators on data collection tools, monitoring methodologies, and reporting requirements.
• Participate in project review meetings, monitoring visits, and coordination meetings as required.
• Contribute to organizational learning by documenting good practices, lessons learned, and success stories.
• Provide technical support to project teams to strengthen evidence-based planning and reporting.
• Review the asset register and ensure proper tagging and tracking.
• Ensure compliance with organizational policies and applicable standards regarding data protection, confidentiality, and information security.
Objective 5: To ensure employees adhere to ethical standards, organizational policies, and legal requirements while maintaining integrity and professional conduct at all times.

Objective 6: Ensure the implementation of Qatar Charity’s safeguarding standards, including PSEA and GBV prevention, across all project activities to maintain a safe and accountable environment.
• Implement and monitor safeguarding measures, ensuring compliance with Qatar Charity’s PSEA and GBV policies throughout the project lifecycle.
• Abide by QC’s Child Protection and Safeguarding related policies to keep children and young people safe and to respond to concerns about a child's safety or wellbeing.
• Establish and maintain confidential, accessible reporting channels for safeguarding concerns and ensure timely response and escalation.
• Collaborate with HR and relevant departments to integrate safeguarding into field activities.
• Ensure risk assessments include safeguarding considerations and mitigation strategies for all project activities.
