Job Context:
∎ Introduction: Swisscontact is seeking applications from qualified candidates for the "Senior Officer, Public and Private Sector Engagement" position for the M4C project. Making Markets Work for the Jamuna, Padma, and Teesta Chars (M4C) Project is mandated by the Embassy of Switzerland in Bangladesh and Ministry of Local Government, Rural Development and Cooperatives, Government of Bangladesh. M4C aims to reduce poverty and vulnerability of char households by facilitating market systems that enhance opportunities for income generation. Until 2021, it has benefitted 131,700 char households in ten districts of northern Bangladesh with an additional income of BDT 13,000/households. Swisscontact in collaboration with Rural Development Academy (RDA), Bogura will continue to implement M4C in Gaibandha, Kurigram, Rangpur Jamalpur, Lalmonirhaat and Shariatpur districts.
∎ Employment start: June 2022 (tentative)
∎ Reporting Line: This position will report to the Senior Manager-Innovation, Knowledge Management and MRM.
∎ Contract Duration: Initially 1 (one) year with a 3 months` probation (renewable until end of the project period).
∎ Place of Work: The position will be based at Dhaka. However, frequent field visits in the chars play a large part in the incumbent`s activities; as such, it is expected that the incumbent is willing and able to participate in such activities as needed and sometimes under short notice.

Job Responsibilities:
∎ To assist M4C's Adviser(s), Government Relation and the Manager, Public Sector Engagement, ensuring effective and measurable public sector performances.
∎ To Identify opportunities to engage the public sector to new initiatives focusing on the char development, in collaboration with the Chars Development Research Centre (CDRC).
∎ To support the involvement of Chars Development Research Centre (CDRC) in the market development activities, training, workshops, and relevant local network building.
∎ To ensure the proper quality of public sector-led activities and the success of knowledge dissemination campaigns and events carried out regularly.
∎ To manage M4C's communication with relevant public sector stakeholders, e.g. Department of Agricultural Extension (DAE), Department of Livestock Service (DLS) or Bangladesh Agricultural Research Institute (BARI) etc., with support from the Manager, Public Sector Engagement and Senior Manager, Innovation, Knowledge Management & MRM.
∎ Design private sector partnership(s) that may involve budget preparation, partnership design and following up of activity progress to achieve the agreed targets as and when required.
∎ To maintain all public sector engagement contents through Management Information System (MIS).
∎ To develop resources relevant to the capacity development of private and public sector actors to achieve all levels of M4C's strategic pertinent objectives to anchoring and institutionalisation.
∎ The incumbent may be, at times, required to perform duties that are beyond the scope of the job description given above.
Additional Requirements:
∎ Academic training in Agribusiness, Public Administration, Public Policy, Rural Market Development or Agricultural Science will be an advantage.
∎ Strong interpersonal skills with the ability to initiate productive working relationships with potential partner organisations.
∎ Experience in developing innovative partnerships through engaging relevant public sector actor(s).
∎ Proven writing and communication skills.
∎ Must be willing to go to the fieldwork in the remotest parts of Bangladesh.
∎ Work experience relevant to ensuring gender mainstreaming and environmental sustainability will be an advantage.
∎ Experience in designing communication materials for development projects is desirable.
