Job Context:
∎ PRABRIDDHI is a Local Economic Development (LED) project, funded by Switzerland and Government of Bangladesh, and co-implemented by Local Government Division (LGD) and Swisscontact. The project PRABRIDDHI aims to transform the partner municipalities into more competitive local regions where enterprises can thrive, new businesses are attracted to invest, employment and income opportunities are created, and the citizens enjoy improved standards of living. Shibganj, Jashore, Bogura, and Bhairab are the four municipalities where the project is now being implemented. By the first quarter of 2023,PRABRIDDHI intends to begin implementation in two new municipalities.
∎ Contract duration: Initial contract for 1 year; depending on performance, the contract is expected to be renewed under similar conditions for the remaining duration of the project phase.
∎ Place of work: Dhaka with regular (up to 50%) visit to the project field locations outside Dhaka.
∎ Reports to: Team Leader, PRABRIDDHI
∎ The Senior Manager Municipalities is in-charge of leading the implementation for Local Economic Development (LED) at the Municipal level. The Senior Manager will have responsibility for effective design and implementation of the LED activities with the local government agencies and private sector stakeholders within the partner municipalities. It is expected that the Senior Manager will take a `hands on` approach to the role, managing and working closely with a team of LED coordinators and field facilitators leading strategic design and delivery. The Senior Manager will be PRABRIDDHI`s lead technical resource on the LED approach integrating private sector and market systems development approach within the LED context and will provide mentoring support to colleagues as required.
∎ As a member of core management team, the incumbent will respond to the Team Leader and be responsible for quality and timely delivery of projects goals and outputs. S/he will support the Team Leader in project implementation and management setting the strategic direction, project oversight and technical inputs to the project.
∎ Working Conditions and Environment: This will be applicable according to the Swisscontact Staff Manual.

Job Responsibilities:
∎ Support the Team Leader in all aspects of strategic steering of the programme and contribute to the overall programme management with a particular focus on achieving programme efficiency and effectiveness.
∎ Lead strategy development and implementation design at the Municipalities working closely with local government agencies.
∎ Lead analysis of key economic sectors to design strategies for private sector development and expanded scope of business development services at micro and MESO levels.
∎ Manage implementation at the municipal level and provide strategic guidance to the implementation team stakeholder management, developing partnerships, field operations.
∎ Ensure that the programme's goals are met through appropriate inclusive market development strategies and integration of transversal themes.
∎ Maintain good liaison with government agencies at both municipal and national levels, local elected representatives, and other stakeholders.
∎ Support team leader in donor management, coordination, and reporting. The incumbent plays in key role in preparing Annual Plan of Operations (APO), progress reports and project reviews.
∎ Support for capacity building of the project team and partner organizations.
∎ Work closely with the institutionalization and advocacy team, Monitoring and Results, Measurement (MRM), Communications and knowledge management to harvest implementation experience and learnings.
∎ Managing a team of field coordinators, officers, short-term and long-term consultants to ensure smooth planning and implementation.

Additional Requirements:
∎ At least 08 (eight) years of substantive working experience of LED project implementation/ market development/value chain or private sector engagement projects. Working experience with the development partners or reputed NGO with international focus.
∎ A good understanding of policies relating to local economic development.
∎ Proven experience of private sector engagement in development initiatives.
∎ Experience of working with government agencies at local and national level, understanding of local political economy and governance issues.
∎ Demonstrated ability to develop constructive and supportive working relationship with colleagues and work effectively with senior government and non-government stakeholders, Excellent negotiation and business development skills with private sector and public sector.
∎ Strong team leadership, risk management and management skills.
∎ Experience in mentorship, training, and facilitation.
∎ Ability to analyse, plan and develop appropriate responses to complex situations:
∎ Willingness to learn from mistakes and ability to think 'out-of-the-box'.
∎ Good written and oral communication in Bangla and English; attention to detail as well as to the big picture.
∎ Strong interpersonal skills to be able to work with partners and in teams.
∎ Professional conduct in all operational matters, with an appropriate balance between the needs of staff, stakeholders, and client.
∎ Physical Demands: Field visit plays a large part in the incumbent's activities' as such, it is expected that the incumbent is willing and able to take part in such activities as and when needed and sometimes within short notice.
