Excellent knowledge of HKC, IMO Guidelines, environmental regulations, and occupational safety standards.
Ability to develop policies, procedures, and compliance documentation.
Proficiency in MS Office and report writing.
Excellent command of English and Bengali.
Experience Requirements
Minimum 10-15 years of professional experience in Ship Recycling, Ship Breaking, Marine Industry, Heavy Engineering, Oil & Gas, Port Operations, or related industrial sectors.
Proven experience in implementing HKC requirements and managing QHSE systems.
Experience dealing with government authorities, auditors, classification societies, and certification bodies will be considered an advantage.
Job Context
ARAB Ship Breaking & Recycling Ltd., a leading HKC-compliant ship recycling facility in Bangladesh, is seeking a highly qualified, experienced, and dynamic professional to lead its Quality, Health, Safety & Environment (QHSE) Department. The successful candidate will be responsible for implementing and maintaining compliance with the Hong Kong International Convention for the Safe and Environmentally Sound Recycling of Ships (HKC), applicable IMO Guidelines, national regulations, and the Company's QHSE Management System.
Job Responsibilities
Ensure full compliance with the Hong Kong Convention (HKC), Ship Recycling Act 2018, Ship Recycling Rules, and all applicable national and international regulations.
Develop, implement, and continuously improve the Ship Recycling Facility Plan (SRFP).
Monitor and maintain compliance with HKC authorization requirements and certification standards.
Lead and supervise all Quality, Health, Safety, and Environmental management activities within the ship recycling yard.
Conduct risk assessments, Job Safety Analysis (JSA), HAZID, incident investigations, and corrective actions.
Develop and implement emergency preparedness and response procedures.
Ensure safe handling, storage, and disposal of hazardous materials and wastes.
Coordinate internal and external audits, inspections, and compliance assessments.
Liaise with regulatory authorities, classification societies, auditors, consultants, and certification bodies.
Organize HSE training, toolbox meetings, safety awareness programs, and competency development initiatives.
Monitor occupational health and safety performance and recommend improvement measures.
Prepare and submit periodic reports on QHSE performance to management and regulatory authorities.
Maintain all statutory records, permits, licenses, and compliance documentation.
