EXPIRIENCE: • Minimum 3 years of experience in construction, shelter, or infrastructure projects.

• Ability to read and interpret technical drawings and BOQs.

• Project planning, budgeting, and cost estimation skills.

• Knowledge of construction safety standards and quality control.

JOB SUMMARY: The Project Officer (Site Engineer) is responsible for planning, supervising, and implementing shelter and infrastructure activities across project locations in Bangladesh. The role includes construction of shelters, rehabilitation of houses, maintenance of health facilities, conducting technical assessments for new project proposals, and overseeing all projects related to shelter, housing, and non-food items (NFIs). The Site Engineer ensures that all works comply with required quality standards, safety regulations, and humanitarian guidelines, while promoting cost-effective, durable, and sustainable solutions suitable for the local context.

GENERAL RESPONSIBILITIES:

Objective 1: Supervise shelter construction for refugees.

• Oversee construction of emergency and transitional shelters in camps.

• Ensure compliance with approved designs, specifications, and standards (Sphere / Shelter Cluster).

• Monitor contractor performance and daily site activities.

• Ensure proper use of materials and quality control during construction.

Objective 2: Implement housing support for host communities.

• Supervise construction or rehabilitation of houses for vulnerable host community households.

• Ensure culturally appropriate and climate-resilient designs.

• Conduct site selection and layout planning.

• Ensure timely and cost-effective implementation of works.

Objective 3: Ensure maintenance and rehabilitation of facilities.

• Conduct regular inspection of health centers, offices, and project facilities.

• Identify maintenance needs and supervise repair works.

• Ensure functionality and safety of buildings and infrastructure.

• Respond to emergency repair and maintenance requests.

Objective 4: Conduct technical assessments and project design.

• Perform site assessments and feasibility studies for new projects.

• Prepare technical designs, drawings, BOQs, and cost estimates.

• Propose innovative and context-appropriate shelter and infrastructure solutions.

• Support development of project proposals and technical documents

Objective 5: Ensure quality assurance and compliance.

• Monitor construction quality and adherence to standards.

• Ensure compliance with safety regulations and environmental considerations.

• Conduct site inspections and quality checks at different stages.

• Ensure proper documentation of technical works.

Objective 6: Manage materials and support logistics coordination.

• Verify materials received on site and their quality.

• Track material usage and prevent wastage.

• Coordinate with logistics and procurement teams for supplies.

• Support stock monitoring related to construction materials.

Objective 7: Support reporting and documentation.

• Prepare regular technical reports (progress, challenges, achievements).

• Maintain site records, drawings, and documentation.

• Provide data and updates for donor reporting.

• Support visual documentation (photos before/during/after works).

Objective 8: Coordinate with stakeholders and field teams.

• Liaise with community leaders, beneficiaries, and local authorities.

• Coordinate with program, logistics, and M&E teams.

• Supervise field workers and contractors.

• Ensure proper communication and conflict resolution on site.

Objective 9: To ensure employees adhere to ethical standards, organizational policies, and legal requirements while always maintaining integrity and professional conduct.

Objective 10: Ensure the implementation of Qatar Charity’s safeguarding standards, including PSEA and GBV prevention, across all project activities to maintain a safe and accountable environment.

• Implement and monitor safeguarding measures, ensuring compliance with Qatar Charity’s PSEA and GBV policies throughout the project lifecycle.

• Abide by QC’s Child Protection and Safeguarding related policies to keep children and young people safe and to respond to concerns about a child's safety or wellbeing.

• Establish and maintain confidential, accessible reporting channels for safeguarding concerns and ensure timely response and escalation.

• Collaborate with HR and relevant departments to integrate safeguarding into field activities.

• Ensure risk assessments include safeguarding considerations and mitigation strategies for all project activities.
