Experience:
Master’s in public health, Social Sciences, Management, or a relevant discipline from a recognized university
Minimum of 7 years of progressive experience in managing complex development projects, with at least 3 years in a senior leadership or coordination role
Extensive experience in the health sector, particularly in Maternal, Newborn, Child Health, and Nutrition (MNCH-N) programs.
Proven experience in managing large-scale projects funded by international donors (e.g., USAID, DFID, Global Affairs Canada).
Demonstrable experience in working closely with high-level government officials (DGHS, DGFP) at the national, district, and Upazila levels.
Experience in financial management, budget control, and team management.
Advanced computer skills: Word, PowerPoint, Excel, email, and web browsing.
Context and summary of the position:
RDRS Bangladesh anticipates implementing a health project in Rangpur. This announcement is for an anticipatory position, and onboarding will be contingent upon the signing of the contract with the donor.
The Project Coordinator will serve as the overall lead for the project at the district level, ensuring the successful planning, execution, and monitoring of all project activities aimed at improving Maternal, Newborn, Child Health, and Nutrition (MNCH-N) outcomes. This role requires a strategic leader with strong program management and coordination skills to effectively manage project staff, liaise with government counterparts (DGHS, DGFP), and ensure compliance with donor requirements. The Project Coordinator will be responsible for translating the project`s strategic vision into actionable work plans, managing the budget, and ensuring high-quality service delivery and system strengthening across the project area. S/he will be the primary point of contact for the central management team and will ensure all field-level activities are aligned with the project`s goals and objectives.
Key Areas of Accountability:
Strategic Program Management and Leadership
Provide overall strategic direction and leadership for the project implementation team, including the District Coordinator, M&E Officer, and other field staff.
Develop, manage, and monitor the comprehensive annual and quarterly work plans and budgets to ensure timely and effective achievement of project targets.
Ensure all project activities are implemented in compliance with RDRS Bangladesh policies, donor regulations, and national health guidelines.
Conduct regular field visits to Upazila and Union levels to provide high-level oversight, technical guidance, and supportive supervision to the project team.
Coordination, Partnership, and Representation
Serve as the primary representative of the project at the district and divisional levels, engaging with high-level officials from the Ministry of Health and Family Welfare (MOH&FW), DGHS, DGFP, and other relevant government and non-government stakeholders.
Facilitate and lead multi-sectoral coordination meetings at the district level to ensure synergy and resource mobilization for integrated MNCH-N services.
Maintain strong, collaborative relationships with the donor, central management team, and other implementing partners.
Advocate with local stakeholders and decision-makers to promote project sustainability and integration into the government system.
Monitoring, Evaluation, and Reporting
Oversee the implementation of the project`s Monitoring, Evaluation, Accountability, and Learning (MEAL) framework, ensuring robust data collection, quality, and utilization for decision-making.
Work closely with the M&E Officer to ensure timely and accurate reporting of project performance data into national systems (DHIS2, DGFP MIS) and donor platforms.
Lead the preparation and submission of high-quality programmatic and financial reports (monthly, quarterly, and annual) to the Team Leader/Project Director and the donor.
Ensure documentation of project lessons learned, best practices, and success stories for knowledge sharing and organizational learning.
System Strengthening and Capacity Building
Champion efforts to strengthen the existing government health system at the district and Upazila levels, focusing on improved service delivery, utilization, and data-driven decision-making.
Oversee the planning and execution of capacity-building initiatives, including training and on-the-job coaching, for project staff and government health workers/managers.
Ensure effective troubleshooting and maintenance of project-supported health information systems.
Administration and Finance
Ensure prudent financial management of the project budget, monitoring expenditure against budget lines and limits.
Approve and monitor all project-related administrative and logistical support, ensuring adherence to organizational procedures.
Manage and mentor the project team, including performance management, staff development, and ensuring a positive and productive work environment.
Other Activities
Conduct/perform any other responsibility when asked for the interest of the program
Ensure emergency official notification/clients’ management during outbreaks or crises.
Acquire knowledge on gender and organizational gender policy and act accordingly.
