Job Context:
∎ Swisscontact is inviting applications from development professionals, willing to be a part of BYETS as the Officer-Skills and Training Implementation, BYETS. The project will empower Bangladesh youth with improved technical and employability skills and connect them to income generating opportunities.
∎ Employment start: 01 December 2022
∎ Contract duration: 1 year initially. The contract will be extended based on performance and budget availability until end of the project (June 2026).
∎ Place of work: Dhaka, Bangladesh with regular visits to field locations
∎ Physical Demands: Field visits play a large part in the incumbent`s activities; as such, it is expected that the incumbent is willing and able to take part in such activities as and when needed and sometimes within short notice.
∎ Working Conditions and Environment: This will be applicable according to the Swisscontact Finance and Operations Manual.
Job Responsibilities:
∎ Ensure compliance with terms and conditions of agreements; ensuring timeliness of implementation of skills related trainings and other interventions.
∎ Conduct regular assessment of the needs of the marketable skills and occupations and forward them to the Supervisor.
∎ Provide continuous feedback and recommendations to the Supervisor about the project's progress based on information/reports, program experiences, observations, professional networking, and judgment.
∎ Maintain liaison with the selected training service providers, RMG factories local level UP Chairman, members, NGOs, relevant government offices, local level government officials.
∎ Make regular field trips to monitor program implementation, including institutional training & on-the-job training (OJT), follow-up of employed graduates and meet with partners/associates/beneficiaries.
∎ Facilitate and conduct meetings at the local level.
∎ Represent the project at important meetings at the local level.
∎ Ensure comprehensive documentation and data base of the skill training activities of the project.
∎ Assist the project management to have an established system of employment linkages (self & wage) of the graduates and produce quarterly reports.
∎ Perform other tasks as may reasonably be required by the project.
∎ Assist the team members whenever required.
∎ Support the team in designing implementation strategies
∎ Prepare profiles of public, private and NGO type of technical training providers for the accomplishment of project goals and objectives.
∎ Network within the TVET actors like government agencies, NGOs and training service providers.
∎ Conduct needs assessment and training needs assessment activities and report to Supervisor.
∎ Assist in developing and organizing training manuals, curriculum guides, competency standards, assessment tools, multimedia visual aids, and other educational materials.
∎ Assist in developing contract, ToR, event memo & budget for training related events.
Additional Requirements:
∎ Minimum 2 years' experience with focus in Training and Skills Development in NGO.
∎ Proficient in MS Excel and excellent working knowledge of computer applications such as MS Office, Outlook, etc.
∎ Sound understanding of TVET, and MSD preferred.
∎ Working experience in projects that dealt with RMG factories, byers
∎ Understanding of BGMEA, BKMEA operation.
∎ Experience in handling private sector
∎ Understanding of labour law, government regulations and policies related with labour rights.
∎ Ability to work collaboratively in teams in a fast-paced environment and complex situation
∎ Ability to work productively in highly collaborative settings while also able to function independently.
∎ Demonstrate ability to manage complexity and to priorities multiple tasks.
∎ Proficient in written and oral communication both in Bangla and English.
∎ Ability to communicate clearly with project beneficiaries and other target groups.
