Educational Requirements:
∎ Completed university degree in Civil Engineering, Environmental Engineering, Environmental science or any other degree in relevant field from an accredited academic institution with at least three years' experience in WASH related programme coordination and monitoring, managing medium to large scale civil construction project, community based projects and working with local communities including corporations and other national entities.

∎ General Functions:
∎ Under the overall supervision of the Programme Manager of WASH unit and direct supervision of the National Programme Officer (NPO) - WASH in Cox`s Bazar Sub Office, Bangladesh, the successful candidate will be responsible and accountable for the implementation of field level WASH services of Implementing Partner as well as support to develop technical capacity of partner`s field staff. The candidate will be field based and will have extensive travel to project sites for accomplishing his/her responsibilities.
Job Responsibilities:
∎ Contribute towards achieving the WASH project objectives in coordination with NPO, Site Management, implementing partners and government counterpart.
∎ Work as a WASH focal point in IOM area of responsibility on behalf of IOM to contribute in camp base effective coordination and better WASH services.
∎ Jointly work with camp base WASH focal point to identify the gaps and local level partner and support mobilization.
∎ Support implementing partners to develop effective work plan and execution of the plan in accordance with complying IOM policy and procedures.
∎ Assist NPO in developing plans of action to ensure timely and successful implementation of WASH activities for the respective project areas in consultation with IP and according to IOM Standing Operating Procedures.
∎ Promote community participation and ownership through engaging beneficiary communities, capacity development and monitoring activities are implemented to reflect coverage and prioritized needs.
∎ Prepare progress report by using of Kobo monitoring tools and other reporting tools.
∎ Participate in WASH needs assessment in coordination with beneficiaries, implementing partners and other agencies/organizations working within the target location.
∎ Participate in camp coordination meetings, WASH biweekly/monthly coordination meetings and other working groups or meetings as required, update the key discussion and decision to WASH management.
∎ Carry our regular field visits to all project areas for monitoring and provide regular feedback to service providers/vendors, implementing partner as well as progress report to NPO stating recommendation in case of any amendment to the work plan.
∎ Participate in cost estimation, preparation of BoQ for tendering and vendor selection process if required.
∎ Maintain effective collaboration with local administration and all stakeholders to achieve programme objectives.
∎ Ensure all technical records are prepared and maintained by our partners as per IOM and Government of Bangladesh guidelines. Update
∎ Implement the WASH project monitoring & evaluation plan in coordination with M&E officer to measure progress on qualitative and quantitative indicators.
∎ Perform any other duties as assigned by the supervisor and head-of-sub office.
Additional Requirements:
∎ Good command on WASH related technology design, operation and maintenance at refugee camps, urban slum and rural area.
∎ High level of coordination and communication skill and monitoring experience with various monitoring tools
∎ Experience on construction, bore whole drilling and WASH activity supervision and monitoring.
∎ Demonstrable experience to designing appropriate WASH technologies, preparing technical drawings, bill of quantities (BOQ) and sound knowledge on related software's like AutoCad
∎ Work experience with international humanitarian organizations, non-government organizations in a multi-cultural setting is an advantage
∎ Team-work oriented, capacity to work independently; personal commitment, efficiency, flexibility, experience in working effectively and harmoniously with colleagues from varied cultures and professional backgrounds at all levels
∎ Demonstrated ability to work well under pressure to meet deadlines
∎ Strong coordination, monitoring and evaluation, analytical, project development, liaison and reporting skills;
∎ Excellent drafting and communication skills in Bangla and English is essential.
